Position: Property Services and Elections Specialist
Department: Finance and Property Services
Location: Cambridge, MN
Job Type: Full-time (40 hours per week)
Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m.
Work Setting: On-site; regular in-person attendance required
FLSA Status: Non-Exempt
Union Affiliation: Teamsters Local 320 Courthouse
Compensation
  • Expected 2026 Hiring Range: $25.50 - $27.19 per hour ($53,040.00 - $56,555.20 annually), depending on qualifications, relevant experience, and internal equity.
  • Full Range: $25.50 - $32.93 per hour ($53,040.00 - $68,494.40 annually), with the potential for additional longevity-based pay.

General Definition of Work
Performs work providing administrative support for the Finance and Property Services Division, including processing passports or driver licenses, processing property tax payments, reviewing and recording legal documents, assisting with election administration, providing general customer service, processing licenses and permits, and related work as apparent or assigned.
Work is performed under the supervision of the Property Services and Elections Manager.
Essential FunctionsTo perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable an individual with disabilities to perform the essential functions.
  • Processes and reviews property transactions on legal documents for accuracy, completeness, and compliance with recording standards.
  • Assists with property tax administration activities including transfers of ownership, delinquent taxes and tax forfeiture, mobile home taxes, and special assessments.
  • Assists with election activities including absentee voting, voter registration, equipment testing, and election judge training.
  • Processes passport applications as an agent of the U.S. Department of State, or driver's license and Minnesota ID card applications as an agent of the State of Minnesota.
  • Collects and records property tax payments.
  • Provides general and technical information in person and by telephone.
  • Scans and indexes documents for county records.
  • Assists in processing licenses and permits issued through the Finance and Property Services Division.
  • Performs cashier functions for payments received by the department.
  • Receives and responds to department telephone inquiries and directs calls to other staff as appropriate.
  • Performs clerical tasks including preparation of outgoing mail, filing, scanning, and ordering supplies.
  • Performs other related duties as assigned.

Minimum Qualifications
  • Associates/technical degree and minimum experience in land records, property taxation, or election administration preferred, or equivalent combination of education or experience.

Special Qualifications
  • Obtain U.S. Department of State passport acceptance certification within three months of hire OR meet the State of Minnesota requirements for driver's license agents within three months of hire.

Required Knowledge, Skills, and Abilities
  • Knowledge of modern office practices, procedures, and equipment.
  • Knowledge of computer applications including spreadsheet, word processing, and other software programs used in the Finance and Property Services Division.
  • Knowledge of data privacy practices and ability to maintain confidential documents and information.
  • Knowledge of county policies and ability to apply them to assigned work.
  • Knowledge of federal, state, and local laws, rules, regulations, and guidelines related to assigned work.
  • Skilled in high volume, face-to-face customer service and communications.
  • Ability to complete assigned work with accuracy and strong attention to detail.
  • Ability to understand, follow, and communicate written and oral instructions.
  • Ability to read a manual and apply its procedures to assigned work.
  • Ability to read and understand legal descriptions of land.
  • Ability to work without close supervision.
  • Ability to collect and organize data and convert to written reports.
  • Ability to organize work and adhere to administrative or statutory deadlines.
  • Ability to perform cashier functions accurately, operate a cash register, and make correct change.
  • Ability to analyze data for inquiries and reporting purposes.
  • Ability to establish and maintain effective working relationships with co-workers, county officials and department heads, employees, other governmental employees, and the public.
  • Ability to maintain a regular and timely work attendance.

Working Conditions
Physical Requirements and ActivityThis work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires standing, speaking or hearing and using hands to finger, handle or feel, frequently requires walking and sitting and occasionally requires reaching with hands and arms and repetitive motions.
