Property Manager
Focus Property Management is seeking a driven, organized, and people-focused Property Manager to oversee the daily operations of a Section 42 affordable housing community in West Carrollton, Ohio. This role is responsible for delivering an exceptional resident experience while driving occupancy, financial performance, compliance, and property standards.

What You'll DoProperty Operations
  • Oversee the day-to-day operations of an assigned Section 42 community in West Carrollton.
  • Maintain high occupancy by managing renewals, transfers, move-ins, and move-outs.
  • Manage lead and applicant communication and screenings.
  • Conduct regular property inspections and unit inspections needed for Section 8 and Section 42 housing.
  • Coordinate maintenance requests and partner with maintenance staff to provide timely service.
  • Build positive relationships with residents while professionally resolving concerns and conflicts.
  • Maintain compliance with Ohio landlord-tenant laws by working alongside the Legal Team, posting legal notices, and attending court hearings when required.
Section 42 Compliance
  • Maintain compliance with all Low-Income Housing Tax Credit (LIHTC/Section 42) regulations.
  • Complete annual and interim resident certifications.
  • Ensure resident files are accurate, complete, and audit-ready.
  • Work closely with compliance partners during file reviews and property audits.
  • Stay current on HUD, Fair Housing, Ohio Housing Finance Agency (OHFA), and other applicable affordable housing regulations.
Financial Performance
  • Manage rent collections and delinquency efforts.
  • Monitor budgets and property expenses.
  • Review monthly financial reports and identify opportunities to improve performance.
  • Help develop and execute leasing and resident retention strategies.
Leadership
  • Lead by example while fostering a positive, accountable, and high-performing culture.
  • Coach, support, and develop team members assigned to the property.
  • Partner with regional leadership to solve problems and continuously improve operations.
  • Demonstrate the ability and desire to grow into additional leadership responsibilities as opportunities arise.
QualificationsRequired
  • 2+ years of Property Manager experience.
  • Previous Section 42 (LIHTC) property management experience.
  • Knowledge of affordable housing compliance, resident certifications, and file management.
  • Strong organizational and time management skills.
  • Excellent communication and conflict resolution abilities.
  • Proficiency with Microsoft Office and property management software.
  • Valid driver's license and reliable transportation.
Preferred
  • COS, TCS, HCCP, or equivalent affordable housing certification.
  • Experience with AppFolio or similar property management software.
  • Experience supervising or mentoring others.
