Job description

Job Title: Senior Project Manager

Job Type: Full-Time
Location:  West Palm Beach Office, FL - Project Office, Palm Beach Water Utility District

Reports To:

This position reports functionally Client Representative for functional/project oversight and CES Company Representative employment, performance management, and contractual administration

Position Overview: 

Performs advanced professional and administrative engineering work applying established engineering principles and project management practices. Responsibilities include administration, coordination, and oversight of potable water, sanitary sewer, reclaimed water, and wastewater treatment facility projects throughout the full project and asset life cycle. Work involves planning, design, permitting, bidding, construction, closeout, and warranty phases; preparation and review of technical reports, schedules, and cost estimates; coordination with consultants, contractors, regulatory agencies, and the public; and ensuring compliance with applicable federal, state, and local regulatory requirements.

Key Responsibilities:

  • Administer and manage water, wastewater, and reclaimed water projects through all phases of the project life cycle
  • Review and track water and wastewater permit conditions and regulatory compliance requirements
  • Prepare, review, and present engineering reports, studies, cost estimates, schedules, and technical documentation
  • Coordinate with consultants, contractors, developers, outside agencies, construction inspection staff, and the public
  • Review project scope, schedules, and cost estimates; assess project risks; and recommend appropriate delivery and procurement strategies
  • Monitor, control, and report on project progress, budgets, and schedules
  • Support asset life-cycle management activities including operation, maintenance, optimization, rehabilitation, and replacement of utility assets
  • Assist with procurement of architectural, engineering, and construction services in coordination in accordance with County policies and state law
  • Perform or assist with value engineering analyses and constructability reviews

Required Skills and Experience:

  • Licensed as a Professional Engineer (P.E.) in the State of Florida OR bachelor’s degree in civil/environmental/mechanical engineering
  • 4 or more years of experience in professional engineering work related to water and wastewater.
  • 5 or more years of progressive experience in construction project management, including leadership of complex or multi-phase projects.
  • Strong knowledge of construction methods, scheduling (Primavera P6, MS Project), cost control, and contract administration.
  • Proven ability to manage multiple stakeholders and deliver high-quality results under pressure.
  • Excellent communication, leadership, and problem-solving skills.
  • Proficiency in project management software and reporting tools.

Preferred Experience

  • PMP, CCM, or equivalent certification preferred.
  • Experience in Utilities (potable water and sanitary sewer). 

Soft Skills:

  • Strong interpersonal and communication skills to interact effectively with stakeholders.
  • Excellent organizational abilities to manage multiple tasks and deadlines.
  • Self-motivated, with the ability to work independently and take initiative.
