Underground Utility Project Manager

Reports to: COO and CEO

Location: Construction Project Sites and Corporate Office


Position Summary

The Underground Utility Project Manager is responsible for planning, coordinating, and delivering underground utility construction projects from pre-construction through closeout. This role oversees schedules, budgets, subcontractors, safety compliance, and quality control for projects involving water, sewer, storm drain, sanitary, lift stations and electrical. The Project Manager serves as the primary point of contact for clients, inspectors, engineers, and internal teams to ensure projects are completed safely, on time, and within budget.

Key Responsibilities

Project Planning & Execution

  • Manage all phases of underground utility projects, including estimating, scheduling, procurement, construction, and closeout
  • Review plans, specifications, and contracts to ensure project scope and requirements are fully understood
  • Develop and maintain project schedules, budgets, and work plans
  • Coordinate utility locates, permitting, and conflict resolution with existing infrastructure

Financial Management

  • Prepare and track project budgets, cost forecasts, and cash flow
  • Review subcontractor bids, negotiate contracts, and manage change orders
  • Approve invoices, track job costs, and ensure profitability targets are met

Field & Team Coordination

  • Work closely with superintendents, foremen, and field crews to ensure proper execution
  • Coordinate subcontractors, suppliers, inspectors, and utility owners
  • Conduct regular site meetings and progress reviews

Communication & Documentation

  • Serve as the main point of contact for clients, engineers, and municipalities
  • Prepare project reports, RFIs, submittals, and closeout documentation
  • Maintain accurate project records and as-built documentation

Required Qualifications

  • Bachelors degree in Construction Management, Civil Engineering, or equivalent experience.
  • 5-10+ years of experience managing underground utility or heavy civil construction projects
  • Strong knowledge of underground utility systems, excavation methods, and soil conditions.
  • Experience with scheduling, budgeting, and cost control.
  • Experience with AI Invoicing preparation and submission.
