Job description

Title: Project Manager

Location: Naval Air Station Jacksonville

Status: Full Time


Position Summary:

The Project Manager serves as single point of contact (POC) for the Jacksonville Base Operations and Support (JBOS) contract supporting customers and community providing day-to-day management for its engineering, maintenance, operations, safety, and quality management programs. The PM will serve as the functional lead supporting Naval Facilities Engineering Systems Command (NAVFAC), having full authority and responsibility for assuring performance objectives and standards are met. This role is responsible for ensuring that work performed under the Performance Work Statement (PWS) meets all contract requirements. Establishes and sustains an ongoing performance-based organization that applies best practices and continuous process improvement to achieve highest levels of service and significant cost savings. Ensures the customers' facilities are operated and maintained cost effectively, efficiently, and in a first-class condition. Directs and monitors the performance of the BOS staff, resolves problems and/or conflicts and maintains open communication with staff, customers, vendors, and other stakeholders. Tracks, analyzes, and trends project costs. Oversees the planning, budgeting, and financial process. Ensures compliance with training and certification requirements.


The Project Manager reports to the Midnight Sun Technologies Program Manager with ultimate goal of becoming the senior management representative on site of the majority Joint Venture (JV) partner. The ideal candidate will have facilities management experience, technical trade knowledge & experience, experience in military base and/or municipal facilities operations, past scope of multi-million square footage, and experience managing a large multi-disciplined staff. Excellent communication skills, a customer service focus, strong work ethic, and an ability to handle challenging situations are crucial to successfully fulfilling this position.


Responsibilities:

  • Serves as primary point of contact between the company and the Government for all contract matters providing senior communications with Contracting Officer (KO), Command Officer(s), technical representatives, and tenant organization representatives.
  • Ensure the execution of all contract objectives and deliverables to include partnering with the government customer to meet their mission.
  • Work closely with Government to make sure that the scope and direction of the contract is on schedule, and in conformance with the contract requirements.
  • Manage large workforce of skilled trades (through subordinate managers/supervisors), administrative employees, and subcontractors. Hire, grow/mentor, and counsel team as appropriate.
  • Be directly accountable for and response of non-conformance reports.
  • Be directly accountable for profit and loss (P&L) of the contract.
  • Be directly accountable for environmental conservation and performance related by contract activities.
  • As needed, coordinate with Government representatives and other contractors to ensure all operations fully support Government activities and short/long range objectives.
  • Work with DPM and staff to aid in planning for contingency operations (for example, severe weather events), as they relate to BOS operations. This may require remaining with and leading "Rideout Team" during specific events.
  • Responsible for business development within current customer base and/or with new customers.
  • All other duties assigned.

Minimum Requirements:

  • Bachelor's degree from an accredited institution and five (5) years of experience in base support management or facility management with more than $15M annual revenue ($30M preferred). In lieu of a degree, a minimum of twenty (20) years of management experience in facility management / repair operations is acceptable.
  • Previous experience in a military environment preferred.
  • Previous CMMS work order management experience.
  • Experience with IBM Maximo is highly desired.
  • Experience with RS Means cost estimating software is highly desired.
  • Proficiency in the use of Microsoft Office Suite (Excel, Word, Outlook, PowerPoint) and Adobe Acrobat.
  • Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of maintenance and repair work.
  • General knowledge of base operations to include physical plant management, building systems, HVAC, plumbing and/or electrical.
  • Experience with airfield operations.
  • Experience managing a union workforce.
  • Knowledge of FAR, DFARS and Government contract administration policies and procedures.
  • Knowledge of management, budgeting, public administration, statutory requirements of municipal infrastructure facilities and systems as they apply to OSHA, NFPA, EPA guidelines, etc.
  • Must have strong communication (verbal and written) and briefing skills.
  • Outstanding teambuilding skills are required.
  • Be able to understand, speak, read, and write the English language.
  • Valid Driver's License.
  • Project Management Professional (PMP) and/or Certified Facilities Management (CFM) certification.
  • Master's degree from an accredited institution in the practice of engineering, construction management, or business administration (preferred).
  • Professional Engineering (PE) license or facility management operations related license (preferred).
