General Statement of Duties

At a high level of expertise, undertake complex professional assignments involving the full lifecycle of community engagement for the Rural Health Transformation Program (RHTP). This dual-function role combines high-level qualitative and quantitative analysis with operational project management. The position is responsible for designing the infrastructure to receive, synthesize, and elevate on-the-ground community feedback while simultaneously coordinating the operational logistics of advisory councils, public meetings, and stakeholder partnerships. This role ensures that community voice is systematically captured, analyzed, and translated into actionable intelligence for leadership and implementation teams.

This position will support the client in ensuring that information gathered through RHTP Networks, Regional Hubs, advisory bodies, and partner organizations is systematically organized, analyzed, and used to inform implementation. Critically, this role will also manage the operational "engagement engine" to ensure that all meetings, materials, and follow-up activities are executed effectively.

This role does not replace the work of the Networks in gathering local information but instead creates the structure to receive that information, identifies cross-cutting themes, assesses gaps in feedback, and coordinates the logistical framework for all engagement activities.

Supervision

Works under the direction of the Executive Director of Engagement and Community Partnerships and/or other senior leadership, with considerable latitude for independent judgment, initiative, and analytic and project management leadership.

Scope of Work

Data Synthesis & Analysis:

• Develop systems to receive on-the-ground information from RHTP Networks and other community engagement structures.
• Work with Networks to understand what information they are gathering across different RHTP projects.
• Create common templates, tools, and reporting processes to ensure Network-generated feedback is elevated consistently.
• Analyze information across regions, populations, sectors, and project areas to identify common themes, emerging issues, service gaps, implementation barriers, and promising practices.
• Distinguish between project-specific feedback, regional trends, and statewide system issues.
• Identify where feedback is incomplete, uneven, or not being gathered and recommend supplemental strategies to assess those gaps.
• Develop "What We Heard" summaries, executive briefings, presentations, charts, and dashboards for leadership, the Rural Stakeholder Advisory Council (RSAC), implementation teams, public updates, and CMS-related reporting.
• Track how community feedback is routed, considered, and acted on for future planning.

Stakeholder Coordination & Operations:

• Coordinate all logistics for the Rural Stakeholder Advisory Council, including meeting agendas, packets, attendance, onboarding, and follow-up.
• Support statewide virtual launch activities, regional roadshow planning, and partner-driven community sessions.
• Maintain the RHTP community engagement calendar, event registry, and outreach tracker.
• Coordinate with Networks, Regional Hubs, municipalities, community-based organizations, providers, and state agency partners.
• Track action items, decisions, meeting follow-up, and partner commitments.
• Support accessibility, language access, plain-language review, and public-facing meeting preparation.
• Coordinate speaker assignments, run-of-show documents, briefing materials, and internal prep meetings.
• Maintain contact lists, regional outreach records, and engagement history.

Required Qualifications

Experience & Skills:

• Experience with community engagement, public health, health equity, rural health, human services, evaluation, or public-sector implementation.
• Strong qualitative and quantitative analysis skills with the ability to synthesize meeting notes, surveys, transcripts, and implementation data.
• Strong project management and stakeholder coordination skills, with the ability to manage multiple timelines, partners, and deliverables.
• Excellent writing, facilitation, presentation, organization, and communication skills.
• Experience developing trackers, dashboards, reports, summaries, or public-facing accountability tools.
• Ability to identify patterns, gaps, and actionable findings from complex information.

Preferred Qualifications:

• Familiarity with Results-Based Accountability, public dashboards, GIS/story maps, Medicaid, rural health, or health transformation.
