RS&H is seeking a Principal Project Development Engineer to join our Transportation Practice in our Ft. Lauderdale or Miami office!

Job Summary: The position is skilled at managing unique problems that are abstract in nature and span across disciplines and/or businesses, as well as making decisions within the context of long-term goals and objectives of the business. This position has final decision-making authority on technical matters in his/her disciplines. This position is a recognized thought leader, both within and outside the organization, in the area of specialization. This position is responsible for developing and implementing new services, processes, standards, or operational plans that have a significant impact on the achievement of functional results. This position makes decisions and recommendations that have a long-term impact (3 - 5 years) on the organization and requires regular communication with senior leadership on matters of strategic importance.

Essential Functions: 

  • Defines project elements and processes required to meet client needs, participating in and coordinating preparation of bids and promoting and maintaining client relationships. Oversees performance to contracts through shared planning and monitoring of work orders and deliverables with engineering, construction, and various other disciplines.
  • Leads major projects or multiple moderate projects with complex elements and a broad scope of responsibilities, through strong professional and technical leadership to ensure successful completion.
  • Coordinates with project management to execute project plans and directly supervise the teams' design and technical delivery.
  • Promotes and maintains client relationships through all project phases, including presenting directly to the client on technical and design solutions. Serve as a firm ambassador to win new work.
  • Recommends and implements strategy in support of long-term goals and objectives of the business. Serves as a thought leader both inside and outside the organization.
  • Serves as a discipline leader, subject matter expert, and technical resource for discipline and related program activities, including active participation in discipline quality improvement and assurance activities and recommending new practices or changes in emphasis for professional services based on the latest methods, best practices, technological innovations, and developments.
  • Leads the development and application of company-wide standard operating procedures and technical requirements for projects and discipline deliverables.
  • Maintains professional registration and licensure by ensuring conformance with professional, ethical, educational, and discipline practice requirements. Remains knowledgeable of all applicable federal, state, and local codes, criteria, regulations, and ordinances that are pertinent to respective discipline.
  • May supervise direct reports, including hiring, coaching, performance reviews, development conversations, and productivity management.
  • Performs all other duties as assigned and within scope of practice.

Minimum Qualifications: 

  • Requires a bachelor’s degree in Engineering from an ABET accredited program or equivalent experience.
  • Minimum 20 years relevant experience.
  • Recognized as a thought leader in area of expertise and specialization.
  • Proven experience leading the development and implementation of new services, processes, standards, or operational plans with significant impact on the achievement of results. This also includes previous experience making decisions and recommendations that have a long-term impact (3 to 5 years) on the organization.
  • PE license required.
  • Proficient in production software and construction document production.
  • Must possess excellent oral and written communications skills, including ability to communicate with senior leadership on matters of strategic importance.
  • Must have the ability to effectively interact with and build strong relationships with clients, customers, contractors, and other key stakeholders. Proven ability to successfully address challenging or potentially controversial issues in a sound professional and business-like manner. Proven background and ability to make decisions that have significant impact to an organization. This includes developing and executing on operational strategies and plans with direct impact on results.

Preferred Qualifications: 

  • Has a successful background managing multi-discipline PD&E teams made up of engineers, scientists, environmental specialists, and public engagement professionals.
  • Has a successful history of delivering various levels of environmental documents including State Environmental Impact Reports, Categorical Exclusions, Environmental Assessments / Finding of No Significant Impacts and Environmental Impact Statements.
  • Has experience developing improvement alternatives for various types of roadway projects including new alignments and expansion of existing facilities.
  • Has experience delivering PD&E studies for a wide variety of FDOT highway projects, including Limited Access Expressways, Tolled Expressways, Urban Arterial Reconstruction and Widenings, intersection, and interchange modifications.
  • Has a strong understanding of the traffic forecasting process, interchange modification and justification reporting process, and Purpose and Need statement creation.
  • Has refined written and oral communication skills.  Understands the power of presentations and the importance of communicating with non-technical individuals.
  • Is very comfortable speaking to large groups, elected boards and various public officials.
  • Familiar with the FDOT SWEPT system and requirements.
  • Strong command of the FDOT PD&E Manual and ETDM process.
  • Has experience delivering FDOT District Wide and/or Continuing Services Contracts.
  • Has well-established contacts within FDOT Districts Four and Six.
  • Has identified and captured a variety of FDOT PD&E and/or Transportation Planning project contracts.
  • Has extensive experience with the FDOT procurement process and resources.  Can lead the development and finalization of standard letters of interest, expanded letters of interest, oral presentations, and interviews.
  • Understands the importance of being well prepared for large and small meetings and has the ability to think on their feet and pivot quickly when the situation warrants.
