Position Summary

Civil Assistant Project Managers play a critical role in supporting the Project Manager with various administrative and technical tasks to ensure the successful execution of civil construction projects. This includes assisting with financial, scheduling, contract administration, and technical management in accordance with contract requirements, project plans, engineering specifications, and corporate policies. They collaborate with other departments to support proposal preparation, cost estimating, schedule development, project planning, design coordination, product data research and submittals, meeting preparation and participation, coordination with the Quality Control Manager, Site Safety and Health Officer (SSHO), Superintendent, field execution, and project closeout. The ideal candidate has experience supporting civil construction projects involving infrastructure, site development, utilities, environmental remediation, roadway, or other heavy civil work and is comfortable working with engineering drawings, technical specifications, and government contract requirements.


Essential Responsibilities 

  • Assist the Project Manager in developing the project schedule and establishing project objectives, policies, procedures, and performance standards in accordance with job specifications, project requirements, engineering plans, and corporate policies. 
  • Act as a secondary point of contact with clients and assist the Project Manager in providing direction and planning for all communications necessary to meet project objectives. 
  • Assist Project Managers in preparing proposals and negotiating revisions, changes, and additions to proposal agreements with architects, engineers, consultants, clients, suppliers, and subcontractors. The Assistant Project Manager works closely with Project Coordinators to support project requirements. 
  • Review and interpret civil engineering drawings, specifications, contract documents, and technical requirements to support project planning and execution. 
  • Assist with staffing positions for designated projects using CMS internal or external hiring policies. 
  • Aid in tracking project metrics to ensure the project is completed safely, on schedule, within budget, and in accordance with established quality standards. 
  • Ensure the financial aspects of projects are managed profitably under the guidance of the Project Manager. This includes safeguarding the Company's interests and maintaining positive relationships with clients, subcontractors, vendors, and engineering consultants. Provide support to Project Managers in preparing and submitting budget estimates, progress reports, and cost tracking reports as needed. 
  • Assist in procurement by preparing purchase orders and requisitioning materials, supplies, and equipment from approved vendors in accordance with project specifications. 
  • Coordinate with subcontractors, suppliers, and field personnel to support the successful execution of civil construction activities and ensure compliance with contract requirements. 
  • Visit assigned project sites to assist with field inspections, project coordination, and monitoring construction progress. 
  • Will assist the Project Manager, Program Manager, or Senior Project Manager with tasks while acting as the QCM, SSHO, or Superintendent temporarily onsite until a permanent replacement has been hired, subject to Government approval. 
  • Assist Project Managers with updates to the monthly Schedule of Values for Client review. 
  • Assist in the preparation and tracking of Requests for Information (RFIs), submittals, change orders, and project documentation to support successful project delivery. 
  • Perform other duties as assigned.

  • Effectively represents the organization professionally in all forms of communication, including written correspondence, virtual interactions, and face-to-face meetings with clients, engineers, subcontractors, team members, and other stakeholders. 
  • Thorough understanding of civil construction or related technology, project scheduling, construction procedures, project contracts, civil engineering plans and specification interpretation, financial planning and tracking, and construction equipment. 
  • Ability to read and interpret civil engineering drawings, specifications, grading plans, utility plans, and construction documents. 
  • Knowledge of construction project administration, procurement, cost control, scheduling, and quality management principles. 
  • Proficient in Microsoft 365, Microsoft Project, and Primavera P6. 
  • Demonstrates the capacity to work effectively and efficiently with minimal supervision while consistently delivering quality results and effectively managing multiple priorities.

Education & Experience

  • A Bachelor's degree in Construction Management, Civil Engineering, Construction Engineering, or a related field and one or more years as a CMS Project Engineer or equivalent, or more than four years of similar outside civil construction project management experience; OR 
  • An Associate's degree in Construction Management, Civil Engineering Technology, or a related field and two or more years as a CMS Project Engineer or equivalent, or more than six years of similar outside civil construction project management experience; OR 
  • A High School Diploma or GED and three or more years as a CMS Project Engineer or equivalent, or more than eight years of similar outside heavy civil construction project management experience. 
  • Preferred:
  • Experience supporting heavy civil construction, infrastructure, site development, utilities, roadway, bridge, environmental remediation, or federal construction projects. 
  • Experience working with USACE, NAVFAC, DoD, DOT, municipal, or other government construction contracts is highly preferred. 
  • Familiarity with Quality Control Plans (QCP), Accident Prevention Plans (APP), Environmental Protection Plans (EPP), and government project documentation is preferred.

Travel

  • 50%-80% Travel Required. 
  • Travel frequency is subject to change based on project volume and scope.

Physical Requirements

This position may require Team Members to visit/work in the Field and office setting. When in the office, Team Members can anticipate Sedentary work in a climate controlled environment with moderate noise levels. Most duties performed require the use of a computer, phone, and in person, or virtual meetings. Maintain a stationary position for prolonged periods during the shift. Constant operation of computer and other office equipment such as copy machine, phone, and printer. Occasionally transport objects up to 15 lbs. such as small parcels, packages, and other items.

When working in the field Team Members will work around moving heavy machinery, equipment, and outside conditions that include inclement weather, heat, humidity, and cold. The noise level may be loud at times due to machinery and equipment. Must be able to move objects weighing up to 40 lbs. using abdominal and lower back muscles to provide support repetitively for 10 to 20 minute intervals without fatigue. Constant movement and use of limbs for the duration of shift.
