Programs Manager, Business Services 

Responsibilities

Project Management

  • Leads best practice analysis, recommendations, implementation and measurement in order to centralize staff-type functions sporadically being performed by departmental staff by providing project management leadership to operational initiatives and process review that will assist in streamlining operations, increasing efficiency, improving productivity and reducing costs.
  • Assist with leading the development and execution of the CoE vision, strategy, and roadmap aligned with organizational objectives
  • Defines and maintains standards for enterprise-wide business process improvement and project delivery fundamentals, including tools, templates, guides, and systems.
  • Keeps abreast of new technology within the industry; evaluates their potential application at PGW; makes recommendations for upgrading and/or new implementation for improved cost efficiency, productivity, internal and external customer service, etc.
  • Leads the standardization and introduction of economies of repetition in the execution of business process improvement and project delivery mechanics at PGW.
  • Involves Business Leaders, Project Champions, and Process Owners to ensure all processes are compliant with federal, state and local regulatory codes; makes recommendations as warranted to adjust to changes in regulations. 
  • Develops, administers, and provides internal mentoring and training regarding business process improvement practices. Coaches team members on standardized relevant disciplines, assuring proper and consistent application of the principles.
  • Establish and maintain relationships throughout all PGW departments for the sake of identifying and developing opportunities for business process improvement and project delivery support on a going forward basis.
  • Directly lead cross-department business process improvement projects, relying on experience and industry recognized disciplines (e.g., Lean, Six Sigma).
  • Organizes and promotes company-wide improvement efforts by evaluating and developing improved operating procedures and performance measures that assist PGW functional leaders in improving business processes, increasing availability of data for decision-making and enhancing the reliability of financial reporting.
  • Provides guidance for marshaling resources (internal and external), obtains buy-in, and helps drive process improvement projects to successful completion with aggressive schedules.
  • Oversees the corporate policy management system to ensure compliance and identify opportunities for process improvements.
  • May oversee subordinate temporary and/or contracted staff in support of project efforts; ensures they are properly trained in PGW policies, procedures and practices for duration of project; monitors performance, sets goals, evaluates and disciplines as needed. 
  • Ensures alignment and aggregation of the project status reports and consolidates into dashboard for executive communications and reporting. Coordinates and consolidates plan data into management information and specified report formats.
  • Directly coordinates with other PGW departments in identifying and executing process improvement projects, including PGW internal audit, in identifying and selecting new project opportunities, and PGW data and analytics in digitizing processes.
  • Identify and establish relationships with various internal and external stakeholders and/or other organizations to continue identifying opportunities to advance PGW's process improvement efforts. Tracks and engages with external industry developments to stay abreast of emerging trends in process improvement leading practices.
  • Manages an intake process for COE projects and support requests to identify and evaluate new project ideas. Performs assessment and financial analysis related to proposed ideas that are generated through the intake process.

Finance & Accounting

  • Ensures timely transfer of information and helps to develop the operating and capital budgets for assigned unit and helps prepare final budget recommendations with variance explanations and metrics for submission to Finance and Executive Staff.
  • Helps to develop and maintain appropriate expenditure tracking systems for standard work needs and specialized project work needs; provides input for unit project budgets consistent with PGW's strategic operating plans, justification for all capital projects and for monthly variances for the operating budget.

Other Related Functions

  • Identifies industry trends and monitors relevant economic indicators translating them into implementable programs that drive the organizations improvement initiatives with a focus on innovation.
  • Performs other special projects and assignments as directed.
Qualifications
  • Bachelor's Degree in Business Management, Engineering, or other related area of study
  • Advanced degree (Master's), Project Management (e.g. PMP, PfMP, PgMP) certification preferred
  • 5 - 7 years experience performing as a project manager and successfully managing programs and/or portfolios
  • Must be a skilled communicator with willingness to facilitate and offer opinions in order to provide guidance on projects.
  • Must be able to motivate teams and to work in an environment that requires flexibility and adaptability.
  • Requires a willingness to lead, take charge, offer opinions in order to provide guidance to lower level peer group and assist in identifying the best people for special assignments; strong coaching/mentoring skills
  • Demonstrate an ability to establish and maintain a high level of customer trust and confidence in the departments and be team-oriented and customer-focused
  • Must have the ability to understand the business environment, business cycle, internal processes, projects, and programs that support initiatives, the "big picture" and long-term implications, as well as the short-term impacts and challenges (in short, the context) and how to achieve the strategy through tactical execution and leadership.
  • Must have good interpersonal influential skills with the ability to support change throughout the business; encourage the organization to embrace change, and support cross-functional and cross-departmental projects.
  • Must have written, verbal and presentation communication skills. The ability to interact effectively with all levels of management and across department lines, prepare/deliver formal and informal presentations, correspond internally and externally for all levels of staff, vendors, end-users, etc., is essential. 
  • Must have strong analytical skills with the ability to conduct research, gather relevant internal and external information and synthesize into a cohesive, concise presentation and/or analysis.
  • Must be computer literate with proficiency in Microsoft Office applications including Word, Excel, PowerPoint, Microsoft Project, SharePoint, Visio
