About RRI


Rights and Resources Initiative (RRI) is a global coalition of more than 200 organizations dedicated to advancing the forest, land, and resource rights of Indigenous Peoples, local communities, Afro-descendant Peoples, and particularly women within these groups. RRI is coordinated by a Secretariat based in Washington, DC.


RRI and Campaign for Nature (CfN) launched the Community Land and Conservation Finance Initiative (CLARIFI) in January 2022. CLARIFI is an international funding mechanism to scale up support for secure community land rights. It aims to address the gap in investment in Indigenous Peoples, local communities, and Afro-descendant (IP, LC, and AD) organizations and their allies.


CLARIFI ProgramManager


The CLARIFI Program Manager leads the implementation and oversight of CLARIFI's global grantmaking portfolio. Reporting to the Director of CLARIFI, the Program Manager manages the full grant lifecycle-from pipeline development and proposal review through contracting, disbursement, monitoring, and reporting-while ensuring strategic alignment, financial accountability, and compliance.


The role directly supervises CLARIFI Associates and coordinates closely with regional grantmaking facilitators, program teams, finance, compliance, and monitoring, evaluation, and learning specialists. The successful candidate will be an organized and collaborative leader with experience managing complex, multi-country programs and supporting Indigenous Peoples, local communities, and Afro-descendant organizations.

This is a full-time position based in Montreal, Quebec, with the option to telework two days per week (Mondays and Fridays). Candidates must be legally eligible to work in Canada and located in the Montreal area prior to the start date.


Key Responsibilities:


Grantmaking Leadership & Program Management

  • Lead the full CLARIFI grantmaking cycle, including pipeline development, project idea and proposal review, contracting, disbursement, monitoring, and closeout.
  • Oversee grant prioritization and approval processes, ensuring alignment with CLARIFI's strategy and governance requirements.
  • Manage CLARIFI agreements, contracts, amendments, and related documentation to ensure accuracy, timeliness, and compliance.
  • Balance donor and institutional requirements with flexible, responsive support for rightsholder organizations.
  • Supervise CLARIFI Associates and coordinate grantmaking facilitators and consultants, ensuring clear roles, accountability, and strong performance.
  • Promote coordination and continuous improvement across CLARIFI's grantmaking processes.


Monitoring, Evaluation, Learning & Reporting

  • Oversee monitoring, evaluation, and learning across CLARIFI-funded projects.
  • Manage MEL consultants and coordinate with RRI's MEL Team to ensure consistent frameworks, indicators, and reporting practices.
  • Ensure the accurate collection, validation, and analysis of program data across the grant portfolio.
  • Lead donor and impact reporting, ensuring data integrity, narrative coherence, and clear documentation of community-level outcomes.
  • Use program evidence and learning to inform decision-making and improve grantmaking practices.


Financial & Grant Portfolio Oversight

  • Oversee the CLARIFI grantmaking budget, expenditure tracking, forecasting, and portfolio-level financial analysis.
  • Review grantee and consultant budgets for accuracy, feasibility, and alignment with approved activities.
  • Coordinate with finance and compliance teams to ensure grants meet organizational and donor requirements.
  • Track grantmaking data, financial metrics, and portfolio performance.
  • Contribute to donor financial reporting and audit readiness.


Partner Support & Field Coordination

  • Ensure effective support to grantees and partners working on the ground, including coordination and troubleshooting as needed.
  • Foster strong relationships with partner organizations, ensuring alignment with CLARIFI priorities and approaches.
  • Support partners in strengthening their capacity to meet grant-management, compliance, and reporting requirements.


Communications & Representation

  • Contribute to the development of clear, data-driven narratives on program impact for donor and public-facing communications.
  • Coordinate with the Communications team to ensure alignment between grantmaking results and storytelling outputs.
  • Represent CLARIFI in international forums, donor meetings, and coalition spaces as needed.

Organizational Coordination & Operations

  • Ensure strong coordination across internal teams involved in grantmaking, MEL, finance, and communications.
  • Contribute to strategic planning, learning processes, and internal assessments of program performance.
  • Ensure timely, accurate, and accountable delivery across multiple program workstreams.
  • Perform other duties as assigned.

Required Qualifications

  • Bachelor's degree in International Relations, International Development, Nonprofit Management, Public Policy, Environmental Studies, or a related field, or an equivalent combination of education and relevant experience.
  • At least six years of progressively responsible experience in program or project management, grantmaking, or international development, including experience managing complex or multi-country initiatives.
  • Demonstrated experience working in global or international nonprofit organizations.
  • Demonstrated experience supervising staff, consultants, or cross-functional teams.
  • Experience supporting or managing grantmaking, contracting, or multi-country programs.
  • Experience with budget management, financial tracking, and donor compliance requirements.
  • Strong understanding of monitoring, evaluation, and learning (MEL) frameworks and reporting processes.
  • Excellent organizational, analytical, and problem-solving skills, with the ability to manage multiple priorities.
  • Strong written and verbal communication skills.
  • Fluency in English and professional working proficiency in French.
  • Willingness and ability to travel internationally.

Preferred Qualifications

  • Master's degree in a relevant field (e.g., International Development, Public Policy, Environmental Studies, or similar).
  • Advanced experience leading end-to-end grantmaking processes across complex, multi-country portfolios.
  • Familiarity with grant management systems (e.g., SmartSimple or similar platforms).
  • Experience working with or supporting Indigenous Peoples, Afro-descendant communities, and community-led territorial governance initiatives.
  • Strong knowledge of donor-funded program requirements and compliance frameworks.
  • Advanced experience in data analysis, program indicators, and results-based management.
  • Ability to navigate complex political and cultural contexts with sensitivity and sound judgment.
  • Fluency in Spanish or Portuguese is a strong asset.
  • Experience contributing to strategic planning, communications, or donor reporting.

Salary Range: CAD $70,000-$110,000.

Suivi, evaluation, apprentissage et rapports

  • Superviser le suivi, l'evaluation et l'apprentissage pour l'ensemble des projets finances par CLARIFI.
  • Gerer les consultants en suivi, evaluation et apprentissage (MEL) et assurer la coordination avec l'equipe MEL de RRI afin de garantir la coherence des cadres, des indicateurs et des pratiques de production de rapports.
  • Assurer la collecte, la validation et l'analyse precises des donnees de programme pour l'ensemble du portefeuille de subventions.
  • Diriger la production des rapports destines aux donateurs et des rapports d'impact, en garantissant l'integrite des donnees, la coherence narrative et une documentation claire des resultats au niveau communautaire.
  • Utiliser les donnees probantes et les enseignements tires des programmes pour eclairer la prise de decision et ameliorer les pratiques d'octroi de subventions.
