Job description

Minimum Experience Requirements
The position is open to all Environmental Engineering Associate IIs and IIIs currently employed within the City of Los Angeles.
The minimum experience requirements for appointment to this paygrade are:
  1. One (1) year of full-time paid professional experience as an Environmental Engineering Associate II with the City of Los Angeles; and
  2. Registration as a Professional Engineer with the State of California Board for Professional Engineers, Land Surveyors, and Geologists.

Candidates must meet the minimum requirements by the application deadline.
Summary of Duties
The Environmental Engineering Associate III acts as a lead Engineer in the preparation of the construction Contract Documents, including Plans, Specifications and Cost Estimates for primary and secondary sewers, pumping plants, and assessment projects: coordination with various design offices, as well as outside agencies and consultants. The position also acts as a lead Engineer for the Bureau's Assessment Program projects for sewer improvements, street improvements, underground utility improvements, and the combinations of the above. The position reports directly to the Project Manager and may be responsible for supervising and coordinating the work of and training Engineering Associate ls and IIs, and other technical staff. The incumbent may also act as section leader in the absence of the Project Manager by directing, guiding, reviewing, and monitoring design activities, and project management, including preparation and review of Board Reports, correspondence, quantity takeoffs, design schedules, plan clarifications, responses to contractors' requests for information, and submittal reviews for projects under construction. The incumbent may also attend and provide staff reports during the Public Hearings at the Board of Public Works meetings and the City Council meetings.
Candidates must be familiar with the scope, budget, and schedule for all project phases of design and construction. The Associate III will evaluate workloads, schedules, budgets, and work programs, negotiate with design and construction groups regarding these items, and follow up and renegotiate project agreements to address delays. Candidates are required to have strong design, coordination skills, and project management experience, as well as exceptional oral and written communication skills.

The Bureau is looking for candidates who possess the following skills, knowledge, and abilities, including but not limited to:
• Excellent verbal and written communication skills.
• Excellent scheduling, work organization and process optimization skills.
• Excellent personal computer and applications skills.
• Strong interpersonal negotiating skills.
• Skills in communicating and explaining material, identifying training needs, and conducting on the job training.
• Excellent knowledge of the Bureau's Project Delivery Manual and procedures.
• Excellent knowledge of the Bureau's Sewer Design Manual, Standard Plans, Master Specifications, Standard Specifications for Public Works Construction (SSPWC) and the Brown Book.
• Excellent knowledge of project management, including Uniform Project Reporting System (UPRS), Cost Estimates and Critical Path Method (CPM) schedules.
• Knowledge of the City's Equal Employment Opportunity Policies and the supervisor's responsibilities under these policies.
• Ability to lead and direct a group of professional employees to resolve complex issues.
• Ability to deliver a quality project on time and on budget, staying within the parameters of the original project scope.
