Job description

Responsibilities

We are seeking a highly skilled and innovative Deputy Program Manager/Program Operations Lead to join our team in the greater DMV area, supporting the Army National Guard.

Key Responsibilities

  • Oversee daily program operations, integrating technical, management, and support functions to meet schedule, scope, and quality targets.
  • Translate PM strategic guidance into executable workplans, priorities, and resource allocations.
  • Serve as senior decision maker and assume PM responsibilities in PM absence to ensure continuity.
  • Track program performance (schedule, cost, deliverables), manage risks/issues, and coordinate mitigation actions.
  • Lead crossfunctional coordination with Government stakeholders, task leads, functional managers, vendors, and subcontractors.
  • Enforce program management processes, change control, configuration management, and quality assurance gates.
  • Produce operational reporting, status briefings, decision papers, and recommendation packages for senior leadership.
  • Drive staffing/resource management, onboarding, and personnel assignments to maintain execution discipline.

Qualifications

Required Qualifications

  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D.
  • Clearance: TS/SCI (active)
  • Certifications (required):
    • PMI Project Management Professional (PMP) certification
    • ITIL 4 Foundation with Managing Professional framework (or higher)
  • Education / Training / Certifications: Candidate must meet ONE of the following additional paths:
    • Bachelor's degree in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering; OR
    • Relevant DoD/Military training (e.g., Cyber 101; Program Manager (Advanced) Playlist); OR
    • Relevant certifications such as RCCE Level 1, CCISO, CISM, CISSO, CISSP, DAWIA PM Advanced, GFACT, GSLC.
  • Experience: Minimum 7 years progressive program/operations experience with at least 5 years in senior program leadership or deputy PM roles supporting DoD/enterprise IT programs.
  • Skills: Program governance, operational planning, risk management, stakeholder engagement, performance metrics/KPIs, staffing/resource coordination, and seniorleader briefing capability.

Desired / Preferred

  • Prior DoD/Army/ARNG program management experience
  • Experience supporting classified programs, RMF/RMF authorization processes, and DoD acquisition lifecycle
  • Prior experience managing multisite or distributed program operations and subcontractor/vendor management

Target Salary Range$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
