Description
Position Overview:
Responsible for managing Quality Department's SMS compliance and CASS objectives through evaluating, improving, and monitoring policies and procedures to maintain regulatory compliance in Technical Records, Technical Publications, Internal and External audit program support, W&B program management, and performing aircraft and component airworthiness and inspections as needed. The Quality Programs Manager/Inspector will manage evaluation, improvements and provide support to Inspection, Technical Records, CASS, SMS, QC Programs and Technical Publications.
Duties and Responsibilities:
1. Fulfill the role of Chief Inspector as required by 14 CFR 119.65(a) and 119.67(d) in the absence of the Director of Quality Assurance (DQA); serve as the primary Company contact with the FAA for all quality assurance and airworthiness issues in the absence of the DQA.
2. Serve as a QA Inspector and maintain overall responsibility for airworthiness concerns; initial and primary contact for all technical discussions; provide final determination concerning resolution of aircraft write-ups; primary support contact for all engineering issues; consults with manufacturer representatives, coordinates DER work and involved in major repair decisions; stays informed of any special projects and reviews data regarding the same; approve and follow-up on all Planning Action Request forms (M5s). Directly responsible for QC and Receiving Inspectors during the performance of their inspection duties.
3. Oversee Technical Records section and is the alternate contact for all technical decisions within the section; ensures all aircraft maintenance/inspection records (both paper and electronic) are processed, audited and stored in accordance with applicable regulations and Company policies; establish and implement an audit schedule for all aircraft records; promptly investigates problem areas, provide positive corrective action and follows up to ensure long-term resolution.
4. Oversee Technical Publications section and is the alternate contact for technical decisions within the section; ensures all aircraft maintenance manuals, wiring diagram manuals, component maintenance manuals, vendor manuals, illustrated parts manuals and other manuals used by Maintenance and Inspection personnel while maintaining and inspecting Company aircraft are maintained in a current and serviceable condition.
5. Oversee CASS section and is the alternate contact for technical decisions within the section; oversees audits for maintenance stations to ensure compliance with regulatory requirements and Company policies; coordinates scheduling, accomplishment and follow-up on all station and vendor audits.
6. Oversees QC Programs and Inspection sections and is the primary contact for all technical decisions within the sections; ensures the timely development of Airworthiness Directive (AD)/Service Bulletin (SB) plans and accurate recording of current AD/SB status; manages the departments Part 5 SMS compliance and aircraft Bridging and Conformity programs, ensures that the Weight & Balance, Receiving Inspection, Shelf Life and Tool Calibration functions are in compliance with all regulatory and Company policies.
7. Evaluate the effectiveness of Empire's maintenance programs; provides technical research and analysis for reliability issues, making recommendations to improve effectiveness where needed.
8. Serve as liaison and advisor to other professionals regarding Inspection components; provide in-service and consultation to promote an understanding of compliance, documentation, policy and procedure; serve as a positive, constructive, communicative leader for the organization and its customers and policies for the industry and its participants.
9. Train, supervise and evaluate staff; serve as positive role model for ethical behavior and promote an awareness and understanding of positive ethical and moral principles that are consistent with these principles; promote and support the mission of Empire Airlines.
10. Other related duties as assigned.
Pay & Benefits:
  • Starting annual salary range (DOE): $75,000 - $90,000

Requirements
Education and Experience:
Must meet 14 CFR 119.67(d) and/or (e) requirements for serving as Chief Inspector, A&P Mechanic with three years 121/135 experience, three years inspection of heavy turboprop aircraft & one year supervisory experience. Familiarity with FARs and basic maintenance programs. Experience with CASS and Reliability Boards preferred. Must have excellent communications skills, both oral and written, have a valid driver's license with insurable record through Empire's policy.
Must adhere to the Company's FAA/DOT required Drug and Alcohol Program.
