KEY RESPONSIBILITIES:
• Manage the ISDA Third Party Audit program;
• Mentor/Advise all Federal-State FF&V Auditors;
• Schedule Third Party Audit Program evaluations with FF&V auditors;
• Responsible for grower/shipper/packer food safety audit (for market access) consultations;
• Review auditor's final reports;
• Review submitted audits for adherence to the guidelines, accuracy in scoring, spelling, grammar, proper commentary level, and correct audit version;
• Continue to conduct Third-Party Audit Program audits, stay current of any impending USDA changes in implementation and to keep current with all required certifications expectations;
• Write thorough, accurate, fair, and concise audit reports;
• Ensure consistency in audit scoring;
• Ensure fairness and consistency of audit reports;
• Propose changes and/or enhancements to audit matrix;
• Distribute third-party audit information to USDA, applicants, and those with authorized viewing;
• Conduct training or workshops for growers, packers, and shippers as requested;
• Provide/Schedule statewide auditor refresher training for auditors;
• Review and explain USDA SCI Division Auditor Manuals;
• Review and explain policy compliance criteria to auditors as well as with all customers;
• Enter USDA audit fees into Shipping Point Inspection (SPI) program;
• Run invoices monthly and mail to auditees for payment;
• Conduct evaluations on auditors-in-training and experienced auditors as required by the ISAAP Auditor Criteria Policy;
• Maintain files as required in BIQMS procedures;
• Stay informed of FSMA publications, changes to current Produce Rule and Preventative Controls Rule;
• Support and implement FF&V Statewide business plan;
• Maintain and submit appropriate documentation to Fiscal to support the purpose of and to validate all transactions, obtain required approvals, and seek prior advice and approval for non-routine transactions that are not easily defined within the ISDA's policies and procedures.
MINIMUM QUALIFICATIONS: This qualification is a mandatory requirement.
- Some knowledge of management practices.
- Applicants will also be required to meet minimum requirements for at least one specialty area. The specialty areas will depend on the position and the agency's specific recruitment needs. Specialties will be developed in consultation with the agency and may be added or deleted as recruitment needs change
Specialty Areas: These qualifications are mandatory requirements.
Some knowledge of:
- Specific elements of agricultural product processing, transportation, storage or conditions affecting the product's grade, acceptability and quality
- State and federal laws and regulations for manufacturing operations as it relates to food safety
- Computer operations and word processing software
- Sanitation and safe food handling practices.
Good Knowledge of:
- Agricultural practices and their impact on human health and food safety
- Experience working with industry representatives.
Experience:
- Working as a liaison to local government, state government, federal government or interest groups
- Planning or providing agricultural program services
- Developing written technical reports or correspondence evaluating agricultural or science related issues
- Developing and making oral presentations before groups
- Writing financial or process audit plans and preparing audit reports
- Analyzing tolerance setting procedures, risk-benefit evaluations, and risk assessments
- Writing technical reports or letters
Desirable Qualifications
• Hold a current SC-200 USDA AMS SCI division inspector card with a 'Process Auditor' endorsement.
• Bachelors degree
