The Air Force Civilian Service (AFCS) is looking for a Full-Time Acquisition Program Manager-NH-1101-03 to work at HQ STARCOM, Patrick Space Force Base, Melbourne, Florida.
The selectee will serve as Program Manager, leading or supporting pre-award and post-award activities for assigned portfolios and/or programs to achieve the organizational mission of delivering responsive, mission focused acquisition solutions to optimize warfighter operations. You will guide a multi-functional team of military, civilian, and contractor personnel, ensuring mission success for programs operating across multiple global locations. As a Program Manager, you will play a pivotal role in ensuring the success and effectiveness of our acquisition processes and programs.
The ideal candidate is practitioner certified or will be able to get certified within 2 years.
Salary Range is $76,463-$118,204, does not include locality pay.
**Value of Position (VOP): If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.

REQUIREMENTS FOR THIS POSITION
• U.S. Citizenship
• Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
• May require irregular duty hours (evenings/weekends/holidays).
• The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
• The work requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft.
• Employee is expected to meet Continuing Acquisition Education requirements.
• This is a drug testing designated position. The incumbent is subject to random drug testing for drug use.
• Employee is required to submit an initial and annual SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
• Employee is required to attend annual ethics and procurement integrity training.
• Required to sign a non-disclosure statement
DUTIES/RESPONSIBILITIES
• Direct the planning, organization, and execution of complex, national-scope Space Force programs, leading multi-agency efforts to resolve unprecedented technical and sustainment challenges.
• Develop and implement innovative acquisition strategies, policies, and program goals to reduce cycle time while meeting cost, schedule, and performance requirements.
• Conduct comprehensive assessments of program goals to drive long-range planning and represent the organization at executive levels to advocate for objectives and resolve critical issues.
• Partner with contracting officers to manage and approve budgets, contracting plans, and modifications to the scope of work.
• Communicate with clarity, conciseness, and technical accuracy to diverse stakeholders at all levels, both orally and in writing
DESIRED SKILLS/EXPERTISE:
• Acquisition Expertise: A strong, demonstrated understanding of acquisition methodologies, with the skill to plan, organize, and direct all critical aspects of a program, from development and production to sustainment.
• Executive Communication and Influence: The ability to communicate clearly and with technical accuracy, influence policy decisions, and lead significant changes within a complex organization.
• Educational Background: Bachelor's degree desired from an accredited institution in Business Administration, Program Management, or related field
Knowledge of DoD services acquisition, life cycle management, risk management, quality assurance control, and cost/price analysis policies, procedures, and practices.
