Job Summary:
Computer World Services Corp. (CWS) is seeking a Deputy Program Manager to serve as the second-in-command for a high-visibility IT program. The role involves providing operational oversight, technical leadership, and staff supervision while ensuring compliance and high-quality performance across contract activities.
Responsibilities:
• Assist the Program Manager in planning, executing, and managing all aspects of program performance across multiple projects and locations.
• Serve as the acting PM in the PM’s absence, with full delegated authority for operations, customer engagement, staffing, and contract compliance.
• Lead daily operations, ensuring efficient coordination across engineering, operations, cybersecurity, service desk, and other workstreams.
• Support preparation of executive-level briefings, technical presentations, and contract deliverables.
• Organize, direct, and coordinate planning and production of all contract support activities.
• Support development, implementation, and maintenance of: Program Management Plans, Change management processes, Performance management frameworks, Weekly and monthly status reports, Risk and issue management processes.
• Monitor project milestones, cost targets, quality standards, and schedule commitments.
• Oversee subcontractor activities to ensure compliance with performance and financial requirements.
• Project Management Plan, Change Management Process documentation, Performance Management Reports, In-Process Reviews and Weekly Status Updates, Progress Reviews with the Government Area Manager, Project Management Support Artifacts, Transition Management.
• Oversight of all personnel and activities required to meet PWS requirements.
• Support PM in quality assurance, cost control, staffing, and overall program execution.
• Provide subject matter expertise across engineering, operations, infrastructure, cybersecurity, and service management domains.
• Contribute to the development of the IT Infrastructure Detailed Design Document and advanced documentation related to: Troubleshooting methodologies, Vulnerability management, System and network optimization, Software distribution and reporting, Infrastructure monitoring.
• Support evaluation of new technologies and process improvements to optimize mission outcomes.
• Conduct or assist with cost-benefit analyses, risk analyses, performance evaluations, and total-cost-of-ownership (TCO) assessments.
• Lead, supervise, and mentor technical and administrative staff across multiple task areas.
• Manage manpower utilization, training, performance assessment, and workforce optimization.
• Support recruiting, onboarding, and retention activities in coordination with corporate HR.
• Provide guidance to technical teams, ensuring alignment with program objectives and contract requirements.
• Maintain regular communication with Government stakeholders, serving as a primary liaison for issue resolution and program coordination.
• Ensure professional, timely, and accurate responses to Government inquiries and tasking.
• Coordinate with internal corporate functions (HR, recruiting, finance, compliance) to support program operations and reporting.
• Contribute to customer satisfaction tracking, complaint resolution, and quality assurance programs.
• Partner with corporate functions for staffing, budgeting, reporting, compliance, and workforce management.
• Maintain and update internal program documentation, and compliance materials.
• Identify efficiencies and drive continuous improvement initiatives across program operations.
• Promote a culture of operational excellence, accountability, and innovation.
Qualifications:
Required:
• Demonstrated leadership in DoD or federal agency programs of similar size, scope, and complexity.
• Experience leading large IT teams (40+ personnel) across diverse functional areas.
• Strong background in operations that include user systems, integration, training, and multi-skilled technical environments.
• Experience in quality assurance environments involving customer satisfaction tracking, QC programs, and continuous improvement.
• Demonstrated success presenting to senior Government officials and executive stakeholders.
• Proven abilities in financial analysis, cost management, budgeting, and resource allocation.
• Strong knowledge of WBS development, project planning, scheduling, and structured project controls.
• Experience evaluating configuration alternatives, including technical, cost, and risk impacts.
• Experience performing business decision analyses, including cost-benefit analyses and major IT infrastructure assessments.
• Hands-on experience conducting and interpreting Total-Cost-of-Ownership (TCO) analyses and using TCO tools.
• Functions as a technical expert across multiple program areas.
• Independently performs all functional duties associated with high-visibility or mission-critical activities.
• Leads major technology assignments and recommends strategic improvements.
• Supervise personnel and oversee the activities of all staff assigned to specific tasks.
• Bachelor’s degree required.
• Project Management Professional (PMP) or equivalent – REQUIRED
• Must be a U.S. Citizen.
• Top Secret Security Clearance required
Preferred:
• MA/MS degree preferred.
• Relevant commercial certifications (e.g., ITIL, Agile, CISSP, CSM) – desired
