The Virginia Department of Aviation is looking for a forward thinking, mission driven Airport Program Manager to elevate the safety, reliability, and innovation of airport infrastructure across the Commonwealth.
In this role, you'll guide multimillion dollar airfield improvement projects and serve as a trusted engineering partner to Virginia's 65 public use airports. From runway rehabilitation and pavement evaluations to geometric design, safety area standards, and airport layout plan reviews - your expertise will directly shape the backbone of Virginia's aviation system.
You'll collaborate closely with airport sponsors, consultants, contractors, and state and federal partners to ensure projects meet FAA design standards, deliver long term value, and advance statewide aviation goals.

The Virginia Department of Aviation is seeking an individual with strong experience in pavement construction, inspection, and infrastructure project management. This position is responsible for conducting field inspections related to airport capital improvement projects, including pavement condition assessments, facility maintenance reviews, security evaluations, obstruction analysis, and general site inspections.
The program manager will provide detailed technical guidance and oversight on assigned construction and rehabilitation projects to ensure compliance with applicable state and federal regulations, industry standards, and agency policies. Key duties include reviewing and approving construction plans, specifications, and engineering documents with a focus on pavement design, materials, grading, drainage, and overall site development.
The role responds to inquiries from project sponsors, engineering consultants, and partner agencies regarding program requirements and technical criteria. Responsibilities also include attending planning meetings, predesign conferences, preconstruction meetings, periodic job site inspections, and final project walkthroughs for DOAV funded projects.
Additional tasks involve processing grant agreements, amendments, and reimbursement requests; maintaining project information in the Airport System Management (ASM) online funding portal; monitoring project schedules and progress; and building productive working relationships with airport staff, project sponsors, and consulting engineers.
This position requires in state travel.
Minimum Qualifications
The candidate should have experience conducting construction field inspections and performing field surveys, along with a solid understanding of construction methods, materials, and techniques. The role requires project management experience, including administration of grant in aid programs, as well as strong written and verbal communication skills. Proficiency in Microsoft Office, particularly Word and Excel, is also required.
Additional Considerations
A bachelor's degree in civil, electrical, industrial, or a related engineering discipline, or an equivalent combination of training and experience. Proficiency with field survey equipment and techniques. Experience with AutoCAD is preferred. A private pilot certificate or a Part 107 remote pilot license are also desirable.
