Job description

GD Resources LLC is seeking an experienced Program Manager to provide overall program management and coordination for Facilities Management activities, projects, personnel, and associated construction and renovation initiatives at the Michael E. DeBakey VA Medical Center.
Responsibilities
  • Provide overall program management for the facilities support program.
  • Develop and maintain work plans, service requirements, schedules, and milestones.
  • Coordinate contractor personnel and resources across multiple projects and activities.
  • Track project and program performance metrics.
  • Prepare monthly or quarterly status reports.
  • Maintain program risks, issues, action items, dependencies, and critical paths.
  • Develop and maintain an integrated master schedule.
  • Coordinate with VA Facilities Management, COR, Contracting, Safety, clinical departments, and other stakeholders.
  • Lead recurring weekly or biweekly coordination meetings.
  • Prepare leadership briefings and decision-support documentation.
  • Communicate construction impacts, outages, schedule issues, and significant risks.
  • Identify and implement process improvements.
  • Ensure contractor activities comply with contractual and VA requirements.
Minimum Qualifications
  • Minimum 10 years of relevant program/project management experience.
  • Current Project Management Professional (PMP) certification required.
  • Experience managing complex facilities, engineering, construction, maintenance, or similar programs.
  • Strong experience managing multiple projects and multidisciplinary teams.
  • Strong scheduling, risk management, reporting, and stakeholder-management skills.
  • Excellent written and verbal communication skills.
  • Experience in a hospital, federal government, VA, military, or similar complex facility environment is highly desirable.
Work Schedule
The VA operates 24 hours per day. The standard operational shifts identified in the PWS are:
  • 1st Shift: 7:30 AM - 4:00 PM
  • 2nd Shift: 3:30 PM - 12:00 AM
  • 3rd Shift: 11:30 PM - 8:00 AM

The Program Manager's actual schedule may be established based on program and VA operational requirements, including coordination outside normal hours when necessary.
