Job description

Chimera Enterprises International is seeking an experienced Program Manager.

The Program Manager will oversee and ensure delivery of all performance under the contract. The PM will be responsible to the Contracting Officer (CO), Contracting Officerโ€™s Representative (COR), and Government Technical Monitors (GTMโ€™s) for performance and delivery. PM will directly supervise and oversee all site managers, and ensure quality recruiting, hiring, personnel management, training, and support of all personnel/positions under the contract. The place of PM performance will be on-site at SA-11, SA-7, and other USG facilities within the National Capital Region.

Responsibilities:

โ€ข Serve as the focal point for all contractor functions that pertain to performance under the DS/T contract.

โ€ข Interact on a daily/weekly basis with Contracting Officerโ€™s Representative (COR) and/or Government Technical Monitors (GTMโ€™s) to ensure performance across all contract task orders.

โ€ข Supervise and oversee contractor performance in accordance with contract requirements.

โ€ข Advise and assist the COR regarding the scope of the contract.

โ€ข Accomplish human resource objectives by overseeing and ensuring effective recruiting, selecting, orienting, developing, counseling, and disciplining employees.

โ€ข Plan, establish, and review compensation actions, enforce policies and procedures.

โ€ข Ensure timely and accurate reporting, provision of qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract sow and subordinate task order requirements.

โ€ข Ensure all aspects of planning, scheduling, organizing, managing, and assessing the performance of all personnel under this contract.

โ€ข Ensure professional development training as required for personnel.

โ€ข Oversees on-time delivery of requirements, invoicing, personnel reporting, and other ad hoc reporting.

โ€ข Review, assess, manage, and correct any behavior by contractor personnel that would reflect poorly on the Department of State.

Minimum qualifications:

โ€ข U.S. Citizen

โ€ข Recent (within 5 years or less) relevant experience working with Diplomatic Security.

โ€ข Must have a bachelorโ€™s degree in a business, management, or security-related field.

โ€ข Must have at least 20 years of professional experience.

โ€ข Must have at least 10 years of experience managing large government programs.

โ€ข Must have at least five (5) years of experience as a program manager as a contractor responsible for meeting contract requirements.

โ€ข Must have at least 10 years of leadership/supervisory experience

โ€ข Demonstrated ability in managing contracts in excess of $30 million annually and a workforce of over 100 personnel.

โ€ข Experience with Department of State (DOS) policies and procedures.

โ€ข Experience with the function, policies, and procedures associated with security operations of us embassies and consulates abroad.

โ€ข Ability to conduct all the responsibilities listed above and demonstrated leadership and supervisory skills.

โ€ข Demonstrated experience in planning, evaluating, analyzing, and implementing government programs.

โ€ข Experience as an instructor or manager of adult education programs for security professionals.

โ€ข Excellent oral and written communication skills, including the ability to communicate solutions effectively to both technical and non-technical audiences.

โ€ข Ability to function effectively in challenging situations.

โ€ข Must possess and maintain a SECRET security clearance.
