JOB SUMMARY
The Program Manager performs program management duties related to administering public funded programs in support of community needs.
ESSENTIAL JOB FUNCTIONS
  • Manages contracts that support the Children's Board Family Resource Centers system of care, universal county-wide access, collaborative partners, and community partners to convene stakeholders; coordinates resources and uphold Family Support Principles.

  • Plans, directs, and coordinates activities of grant and/or ad valorem funded continuation and one-time grants to ensure that objectives are accomplished according to federal, state, and local regulations as well as contract manual to include quarterly site visit/meetings and service observations.

  • Prepares contracts and monitors projects and programs for administrative, fiscal, and performance compliance to ensure good stewardship of grants awarded in accordance with CBHC Contract Manual.

  • Issues Quality Assurance Letters and/or coordinates internal staff discussions and external meetings with Providers to support program compliance and outcome success.

  • Completes annual data integrity checks and contract evaluations with the research team to ensure effective project/program outcomes, proper and accurate data collection, and consistent evaluation practices.

  • Review and/or prepare Provider special requests, budget modifications, matrix revisions, and/or contract amendments.

  • Prepares written reports of all critical incidents with assigned contracts.

  • Follows budget/contract development timeline for continuation contracts to prepare all necessary documents and coordinates with team and customers to have 85% of final continuation contracts ready for Specialists to prepare for Executive Director (ED) Cover Letter signature by date specified.

  • Responsible for monitoring one-time annual Technical Assistance Grants to include service observations for 60% of total grants awarded.

  • Assist Director of Programs with identified tasks related to funding release process.

  • Communicates all reported complaints from community/funded agencies to Director of Programs.

  • Engages in networking and partnering for program and resource development.

Education and Experience:
Requires a bachelor's degree in a related field; three (3) years of experience involving duties concerning monitoring, planning, evaluating, or contracting of community service programs; or equivalent combination of education and experience. Master's degree and two (2) years of experience involving duties concerning research into monitoring, planning, evaluating, or contracting of community service programs preferred.
Knowledge, Skills and Abilities:
  • Extensive knowledge of contract monitoring and/or procedures related to public (government) grant administration.

  • Skill in the application of project management and organizational techniques.

  • Skill in public speaking and meeting facilitation.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to build relationships and work effectively with others in a team-oriented environment.

  • Ability to evaluate data and develop logical conclusions.
