Location

This position is at Naval Education and Training Command (NETC) on-board Naval Air Station (NAS) Pensacola, FL.

Objective:

The Program Manager oversees the entire contract assuring that the proper personnel are assigned to the individual task orders, publishes the monthly reports, handles invoicing, reviews Statements of Work and funding issues, hires personnel, and advises the COR on project status and any potential problem areas. The Program Manager is responsible for the successful performance to task orders and contract execution, including the cost and product delivery elements; reports to the PMO Director. Qualified candidates should be local to Pensacola, FL, or close surrounding areas to be considered for this position.

Job Description:

The Program Manager functions as the single point of contact between the contractor and COR. The major areas directed are:

  • Responsible for the day-to-day oversight of the assigned functional areas (i.e. ensure schedules, standards are met, etc. Facilitate an environment allowing the cross-functional team to deliver projects to meet established goals objectives;
  • Responsible for the structured coordination of planning and execution of product releases across specifically assigned cross functional teams;
  • Oversee the completion of all aspects of projects; develop and adhere to master plans schedules;
  • Implement a variety of tools, concepts, practices, and procedures to effectively manage projects;
  • Ensure deliverables meet quality standards, are consistent; and satisfy both external and internal requirements;
  • Ensure programs remain on budget and communicate budget/funding concerns to internal and external leadership;
  • Develop project/program proposals;
  • Communicate project/program requirements to gain management support;
  • Identify possible improvements in the work process for customers;
  • Pursue a program of self-development using selected reading, seminars, or participation in continuing education;
  • Additional duties as assigned.

Employment Status:

Full-time (40 hours per week). Salaried. Exempt.

Qualifications:

  • Bachelor’s degree; (Business Management, Instructional Technology, or equivalent is desirable)
  • Ten (10+) years’ experience managing people and projects in educational design and development;
  • 2+ years professional experience working on a contract for the Navy/DoD or another DoD agency
  • Active/Current, minimum “Secret” Security Clearance;
  • Project Management Professional (PMP) Certification;
  • Program management experience in:
    • Development/implementation of organizational management plans,
    • Program management needs analysis
    • Budgetary data analysis/development
    • Managerial database development
    • Training needs assessment/forecasting
    • Training system management
  • Ability to brief presentations to high level stakeholders;
  • Excellent computer skills; proficient in Microsoft Office software;
  • Well-developed written and oral communication skills;
  • Tactful, discreet and displays good judgment;
  • Good organizational and time management skills;
  • Analytical, detail-oriented, and decisive; functions effectively under pressure;
  • Shows initiative; independent thinker;
  • Ability to evaluate problems and recommend solutions;
  • Flexibility to assist wherever needed to achieve company goals.

Work Environment and Travel:

  • This position is at Naval Education and Training Command (NETC) on Naval Air Station (NAS) Pensacola, FL. Qualified candidates should be local to Pensacola, FL, or surrounding areas to be considered for this position.
  • Ability to lift items and/or equipment up to 50 lbs. on limited occasions.
  • Travel up to 10% anticipated.
