Old Harbor Solutions,a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Program Manager to join our team in Hattiesburg, MS
Position Responsibilities:
  • Oversee program scheduling, training operations, range/armory support, logistics/warehouse shipments, vehicle/fleet coordination, and curriculum/training document management.
  • Monitor and analyze performance metrics-utilization rates, equipment readiness, training throughput, cost tracking-and recommend improvements.
  • Prepare and deliver monthly status reports, quarterly newsletters, trip reports, and other required government deliverables on schedule.
  • Ensure program compliance with safety (OSHA), environmental (EPA), property accountability, security clearance/training requirements, and contract cost/data reporting regulations.
  • Maintain communication and coordination with the COR, government stakeholders, internal leadership, and team leads.
  • Lead transition, surge support for large scale training events, and continuous improvement initiatives across multiple sites and functional areas.

Position Requirements:
  • Must be able to pass a pre-employment background check
  • Ability to obtain and maintain a Secret (or higher) security clearance
  • Bachelor's degree in Business Administration, Management, Engineering or related field; Master's or professional certification preferred.
  • Minimum of eight years of experience managing large-scale training, range, simulation, or military/defense support programs (contract or government).
  • Minimum of five years experience (within the past ten years) of Information Resource Management (IRM)
  • Demonstrated experience with government contracts, budget/program execution, and staffing across multiple sites.
  • Experience with training devices, simulators, TADSS (Training Aids, Devices, Simulators and Simulations), or large-scale training operations desired.
  • Knowledge and experience with the following: Planning, Programming, Budgeting, and Execution (PPBE); Training Program Evaluation Group (TT-PEG); Training Support-Material Army wide Tracking System (TS-MATS)
  • Knowledge of federal vehicle/fleet management and logistics is highly desirable.
  • Domestic travel required; valid driver's license required.
