THIS POSITION IS CONTINGENT UPON CONTRACT AWARD

KBR is looking for a Program Executive (PE) to support a contract supporting the United States Department of Transportation (U.S. DOT). The DOT has long led efforts to research, develop, and evaluate transportation technologies. The U.S. DOT has strongly supported adopting and using new and innovative technologies-known as intelligent transportation systems (ITS). The ITS Joint Program Office (JPO)1 and modal partners have been a crucial component of this effort by fostering pioneering research and development in technology (RD&T) and evaluating each generation of ITS2.

These efforts have enhanced the safety, efficiency, and accessibility of surface transportation for almost three decades. This work helps save lives, improve access and mobility, and increase economic productivity. The ITS JPO collaborates across modal administrations to coordinate and plan the U.S. DOT's multimodal ITS technology research program, working toward improving transportation safety, mobility, and efficiency and enhancing productivity through the integration of innovative technologies into the nation's transportation system.

The Program Executive (PE) shall be responsible for overall management of the base contract, including quality assurance for all products delivered to the Government and availability of resources to complete all task orders. Provide multi-modal ITS leadership and management for all base contract activities. Develop overall base contract guidance and procedures necessary to adequately provide support required by diverse technical, administrative, and financial functions and operations in support of the execution of the base contract. Coordinate and monitor the overall scheduling, pricing, and technical performance of task orders. Responsibilities also include leading negotiations of subcontracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions. Ensure adherence to base contract requirements, schedules, and budgets and develop solutions to contractual and performance issues. Thoroughly familiar with ITS concepts, practices, and procedures and has worked in all phases of the ITS life cycle. Must have worked with various surface transportation modes and have experience working with the federal government and federal government contracts. Must also have experience with public-private partnerships related to major ITS multimodal programs. Rely on extensive experience and judgment to plan and accomplish goals. Perform a variety of complex problem solving tasks. A high degree of creativity and ITS multimodal transportation knowledge from extensive experience in the ITS field is required to fill this position, as it experiences with large government IDIQ contracts.

PE duties include: Oversee the overall development of schedules, resource allocation and budgets. Track the task order budgets and provide forecasts, establish and maintain program status summaries and metrics for the task order portfolio. Organize, direct, and manage contract operation support functions, involving multiple, complex and inter-related task orders. Manage teams of contract support personnel at multiple locations. Maintain and manage the client interface at the senior levels of the client organization. Meet with customer and contractor personnel to formulate and review task plans and deliverable items. Ensure conformance with base contract schedules and costs.

QUALIFICATIONS:

The PE shall have:

Demonstrated experience of excellent verbal, presentation, and writing skills.

10 years of experience in Program Management.

Proven leadership skills with a collaborative management style that will facilitate interaction with supervisors, colleagues, customers and corporate partners.

A BA/BS degree in a related field

An active Project Manager's Professional (PMP) certification

Position does require US citizenship or permanent residency.

Basic Compensation:

Jobs on this contract range from$185,800 - $278,700. Pay range is specific to the Washington, DC area.

The offered rate will be based on the position, contract affordability, the selected candidate's working location, knowledge, skills, abilities, experience, and in consideration of internal parity.

Additional Compensation:

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation.Additionalcompensation may be in the form of sign on bonus,relocationbenefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
