SUMMARY:
The Program Director (PD) oversees the daily management and performance of CADES' Adult Day Program (ADP). The PD ensures that ADP operates with excellence across all program sites by providing decisive operational direction, maintaining regulatory compliance, supporting Treatment Managers, as well as ensuring program consistency, staff competency, and participant wellbeing.
DUTIES AND RESPONSIBILITIES:
Supervision and Development
- Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, discipline, and termination.
- Ensure Treatment Managers meet expectations related to Individualized Service Plan (ISP) implementation and Everyday Lives alignment, documentation timeliness and quality (e.g., ISPs, Monthlies, Quarterlies, Behavior Support Plan (BSP) tasks), incident management, Enterprise Incident Management (EIM)/Adult Protective Services (APS) reporting, corrective action completion, engagement quality, therapeutic approaches, and participant outcomes.
- Establish strong supervisory systems including, but not limited to, completing and documenting regularly scheduled 1:1s, field observations, documentation audits, and performance tracking.
- Build Treatment Manager capacity to lead site teams, resolve issues proactively, and uphold regulatory and organizational expectations.
Operational Leadership and Daily Program Management
- Lead and manage the day-to-say operations of ADP across all service sites with clear authority to make operational decisions in collaboration with the Senior Director in the best interest of the program.
- Maintain staffing stability, oversee scheduling, and ensure real-time coverage and continuity of services.
- Ensure program environments are safe, person-centered, regulation-aligned, and operationally efficient.
- Respond timely and appropriately to operational challenges including, but not limited to, staffing shortages, medical concerns, transportation issues, and environmental needs.
- Maintain continuous visibility across program locations by completing daily walkthroughs, site monitoring, and direct staff engagement.
- Collaborate with Senior Director to develop and implement program-wide systems that enhance consistency, communication, and service reliability. This is in tandem with communicating with Sr. Director-but I do see key word is "implement"
Operational Oversight Across Program Sites
- Provide multi-site operational oversight and model high-level problem solving by coaching staff through conflict resolution and ad hoc, situational problem solving.
- Communicate and implement organizational updates and program changes using multiple systems.
- Lead onboarding, training, and mentoring of new staff in collaboration with Treatment Managers and Professional Development to ensure competent and consistent skills and knowledge across the program.
- Oversee program materials, activity calendars, and systems for community engagement to ensure consistency across sites.
- Partner with Treatment Managers to ensure program fidelity and balanced workloads across locations.
Regulatory Compliance and Quality Assurance (PA ODP 2380/6100/11)
- Ensure all ADP operations fully-comply with PA ODP Ch. 2380, 6100, and 11 by:
- Overseeing and validating Treatment Manager documentation, ISP documentation, and BSP adherence.
- Conducting internal compliance audits and developing corrective action plans.
- Ensuring systemic follow-through on incident reporting, investigations, and remediation.
- Maintaining safety protocols, emergency preparedness, and risk reduction systems.
- Demonstrating a comprehensive working knowledge of PA ODP 2380 regulations and their application to day program operations.
- Ensuring organizational practices uphold participant rights and comply with confidentiality standards.
Program Planning, Engagement, and Innovation
- Collaborate with Treatment Managers to design meaningful, engaging, person-centered programming.
- Oversee program schedules, activity calendars, and site level engagement plans.
- Ensure programming is individualized based on interests, assessments, and clinical recommendations.
- Support environmental modifications and creative program enhancements to promote independence, accessibility, and skills development.
Communication, Collaboration, and Stakeholder Partnership
- Maintain strong, proactive communication with the Senior Director of ADP, Treatment Managers, and interdisciplinary teams.
- As primary point of contact for operational updates, program concerns, and improvements, build positive relationships with families, caregivers, clinicians, and other stakeholders.
- Participate in interdisciplinary meetings, care planning, and organizational initiatives to ensure consistent continuity of care.
Risk Management, Safety, and Program Integrity
- Oversee supervision ratios, health coordination, and risk mitigation strategies.
- Ensure timely and accurate follow up on incidents, concerns, and systemic issues.
- Maintain site safety standards, environmental readiness, and organizational compliance.
Performs other duties as assigned.
Education/Experience/Skills Requirements
- Bachelor's degree with two (2) years' social/health services experience ora high school diploma or graduate equivalency diploma (GED) and three (3) years' experience in social/health services working with older/disabled adults and supervising staff.
- Four (4) years' demonstrated experience in the supervision of staff in areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline, and termination.
- Strong working knowledge of PA ODP Chapters 2380, 6100, and 11.
- Non-profit human services experience preferred.
- Experience working with individuals living with multiple disabilities, including a strong understanding of the safety and communication support required for individuals with physical disabilities.
- Demonstrated ability to work in a fast-paced environment and effectively prioritize tasks.
- Demonstrated strong attention to detail.
- Demonstrated ability to work effectively as part of a team.
- Demonstrated strong time management and organizational skills.
- Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision.
- Demonstrated ability to anticipate changes and/or identify issues and take appropriate and effective actions.
- Excellent customer interaction, collaboration, and written and verbal communication skills.
- Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, SharePoint and PowerPoint.
- Experience using electronic management/electronic records systems preferred.
- Must be able to perform CPR, First Aid, and crisis intervention using agency-trained protocols.
- Must pass and maintain CADES driving and securement observer certification.
- Must possess a current, valid driver's license in the state of residence, have a minimum of three (3) years of driving experience within the United States, and have an acceptable driving record, which will be assessed through a review of the Division of Motor Vehicles (DMV) record.
- Ability to attend meetings off site as necessary.
