Job description

Overview

Liberty is undergoing a major business and technology transformation to support its next phase of growth and scale. At the center of this journey, the Program & Delivery Manager, Applications & Strategic Initiatives will lead the implementation of Oracle Fusion ERP and Procure-to-Pay (P2P), while driving the successful execution of the company's most critical technology initiatives.

This role is responsible for translating strategic priorities into business outcomes, leading complex, cross-functional programs that modernize core processes, enable operational excellence, and strengthen Liberty's digital foundation. Beyond ERP, the role will partner with business and technology leaders to deliver high-impact initiatives across enterprise applications, data, automation, and emerging technologies.

The ideal candidate is a strategic delivery leader who can navigate ambiguity, influence senior stakeholders, and drive execution at scale. They combine strong program management discipline with business acumen and change leadership to deliver transformational results across the enterprise.

Responsibilities

Enterprise Program Delivery

  • Lead the planning, execution, and successful delivery of complex enterprise technology programs and strategic initiatives.
  • Serve as the IT Program Lead for Liberty's Oracle Fusion ERP and Procure-to-Pay (P2P) transformation.
  • Partner with Finance, Procurement, Operations, and implementation partners to define and execute the transformation roadmap.
  • Develop and manage integrated program plans, including scope, schedule, budget, dependencies, risks, and business outcomes.
  • Oversee cross-functional workstreams spanning solution delivery, integrations, data migration, testing, cutover, and organizational readiness.
  • Ensure alignment between business objectives, system capabilities, and enterprise architecture standards.
  • Establish effective governance, reporting, and decision-making processes to support program success and portfolio transparency.
  • Facilitate executive steering committees and provide clear communication on program status, risks, dependencies, and key decisions.
  • Drive stakeholder engagement, change management, and user adoption to maximize business value and return on investment.

Strategic Initiatives & Portfolio Execution

  • Support the execution of Liberty's multi-year technology strategy and enterprise roadmap.
  • Lead strategic initiatives spanning enterprise applications, collaboration platforms, infrastructure modernization, automation, analytics, and AI-enabled capabilities.
  • Translate executive priorities into actionable delivery plans, milestones, and measurable outcomes.
  • Coordinate efforts across product, architecture, cybersecurity, data, and infrastructure teams to ensure successful execution.
  • Identify opportunities to improve operational efficiency, business processes, and technology adoption.

Governance, Planning & Continuous Improvement

  • Contribute to annual planning, investment prioritization, and portfolio review processes.
  • Develop and maintain delivery metrics, KPIs, and portfolio health reporting.
  • Proactively identify risks, dependencies, and resource constraints, driving timely resolution and escalation when needed.
  • Promote delivery excellence through consistent program management practices, tools, and governance standards.
  • Champion continuous improvement and lessons learned across initiatives.

Stakeholder Leadership

  • Build trusted partnerships with business leaders, technology teams, and external partners.
  • Communicate complex technology initiatives in clear business terms.
  • Act as a trusted advisor and problem solver during periods of transformation and organizational change.

Qualifications

Required

  • Bachelor's degree in business, Information Technology, Engineering, or a related field (or equivalent experience).
  • 6 - 10 years of experience leading enterprise technology programs, transformations, or strategic initiatives.
  • Proven experience delivering large-scale enterprise application implementations, preferably Oracle Fusion ERP or comparable platforms.
  • Strong understanding of enterprise business processes, including Finance, Procurement, and Procure-to-Pay operations.
  • Experience managing cross-functional teams, vendors, and implementation partners.
  • Demonstrated ability to translate business strategy into executable programs and measurable outcomes.
  • Strong program management, organizational, and stakeholder management skills.
  • Excellent communication, facilitation, and executive presentation capabilities.
  • Experience working within Agile, Waterfall, or hybrid delivery environments.

Preferred

  • Experience with Oracle Fusion ERP, Procurement, Financials, or related Oracle Cloud applications.
  • Experience supporting enterprise portfolio management, governance, and strategic planning processes.
  • Familiarity with cloud technologies, integrations, analytics, automation, and AI-enabled solutions.
  • PMP, PgMP, Agile, Scrum, SAFe, or equivalent certification.
Working Conditions

General office working conditions with some exposure and time on the physical job site and/or in the construction trailer. Job site walking.
