Northrop Grumman Aeronautics Systems (NGAS) is seeking a Sr. Principal Earned Value Management Analyst (Level 4) with an emphasis in Cost and Schedule Management to join our team of qualified, diverse individuals. This position will be located on-site daily in Melbourne, FL, Palmdale, CA, or San Diego, CA.
As part of the AS Sector EVM Home Room Organization, the selected candidate will have the ability to help shape our programs' ability to implement Earned Value Management (EVM) effectively. Tasking will include guiding programs with interpretation and execution of Earned Value management, process and procedure guidance and training, subcontractor EVM compliance, and resolution of program execution issues across the NGAS suite of programs. The ideal candidate will have a strong background in Earned Value Management (EVM), Planning, Program Control, Integrated Baseline reviews and subcontractor surveillance.
This role will be responsible for implementing data driven analytics into effective program performance outcomes. The ideal candidate will have a strong background in Earned Value Management (EVM), Planning, Program Control, Integrated Baseline reviews and subcontractor surveillance.
Responsibilities may include, but are not limited to:
  • Serve as the EVM focal point between technical, cost, schedule, and program management teams.
  • Build partnerships with program personnel to support program execution while maintaining compliant EVM implementation in accordance with ANSI/EIA-748, Northrop Grumman System Description, and Corporate Command Media.
  • Provide on the job training to CAMs for EVMS activities including: Baselining, Forecasting, Change Control, Risk management, monthly performance measurement and variance analysis research and reporting.
  • Develop and deliver Program Execution, EVM, Agile, and Best Practice training to build a shared understanding and increased capability of compliance and best practices to support program execution.
  • Identify and implement EVM process & procedure updates and improvements.
  • Monthly review of DCMA Earned Value Compliance Metrics (DECM) for independent analysis of program risk areas, reporting of issues to senior management, and supporting program execution team in finding suitable resolutions.
  • Perform analysis and corrective action assessments on common cost / schedule management data non-compliance issues related to IPMR, IMPDAR, CFSR, Estimate at Completion (EAC), Variance Analysis Reports (VAR), reconciliation logs, etc.
  • Review and assess program Estimate at Complete (EAC) development.
  • Provide guidance, oversight, and approval of program baseline implementation and changes.
  • Lead and participate in both internal and subcontractor EVMS surveillance.
  • Support Defense Contract Management Agency (DCMA) reviews/audits such as Integrated Beeline Reviews (IBRs), and Joint Surveillance Reviews (JSRs).
  • Familiarity with Earned Value Management principles, practical knowledge of ANSI/EIA-748 standards, experience with Customer, Internal, and DCMA Earned Value surveillance activities.
  • Understanding of common cost management tools such COBRA, Checkmate, JIRA, MES, and QSST.
  • Understanding of common scheduling tools such as MS Project, Primavera, or Open Plan.

Basic Qualifications:
  • Bachelor's degree with 8 years of experience in Business, Finance, and/or Aerospace and Defense Business related experience OR a Master's degree with 6 years of experience in Business, Finance, and/or Aerospace and Defense Business related experience.
  • Must have an active U.S. Government Secret Clearance or higher (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
  • Must have the ability to obtain and maintain Program Access within a reasonable period, as determined by the company to meet its business needs.
  • Earned Value Management (EVM) experience, such as cost management experience, program planning and scheduling experience, and/or CAM experience.
  • Strong working knowledge of Earned Value Management principles and experience.
  • Experience interfacing with government audit agencies, such as the DCMA and/or the Defense Contract Audit Agency (DCAA).
  • Working knowledge of FAR/DFARS, and/or other U.S. Federal Government contracting regulations.

Preferred Qualifications:
  • 5+ years' experience with Earned Value Management.
  • Experience with common cost management tools, such as COBRA.
  • Experience with common scheduling tools such as MS Project, Primavera, Empower and/or Open Plan (OPP).
  • Experience leading programs in audits / reviews government agencies such as the DCMA and the Defense Contract Audit Agency (DCAA).
  • Extensive experience with Subcontractor surveillance and data management.
  • Active DOD Top Secret clearance and former Special Access Program (SAP) clearance.
  • Aerospace/Defense Industry Experience.
  • Knowledge of DCMA health metrics.

Primary Level Salary Range: $101,400.00 - $176,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
