Army Continuing Education System (ACES) Support, Program Manager

Strategic Resources, Inc. (SRI) is an international, ISO 9001/20000/27001 Certified, CMMI Level 3 Rated full-service provider with more than 37 years’ experience in the Federal, Military, and Commercial Marketplaces. SRI is seeking committed and passionate professionals to provide critical Program Management services to the Army’s Installation Management Command (IMCOM), overseeing the delivery of education programs and services to military service members.

Overview: The Army Continuing Education System (ACES) supports Soldiers’ professional and personal growth through a continuum of education programs and services that range from academic and career guidance to enhancement of job performance and skill qualifications and includes assistance to ease the transition of soldiers returning to civilian life. Services include counseling, credentialing/licensure, testing, instruction, technological/automation services and administration support services to the education center.

The ACES Program Manager is responsible for the performance of work, contract compliance and quality control at locations within the CONUS and OCONUS. The Program Manager coordinates and leads in planning and oversight delivery of the ACES in support of garrison, Installation Directorate, and Headquarters operations. Coordinates and leads in developing courses of action for change management plans to enhance organizational effectiveness and meet organizational leadership's intent. Coordinates and leads in delivering data analysis and Program Objective Memorandum (POM) input to assist the government in identifying and validating requirements in support of program growth, sustainment and resourcing; assisting to identify and mitigate risk for the government. Performs detailed data analytics to assist in synchronizing garrison and HQs operations for all programs. Coordinates and leads in developing and providing written products and presentations. Provides advice and recommendations to assist in managing risk and solving complex problems.

Tasks & Responsibilities:

  • Responsible for the performance of work, compliance and quality control.
  • Serves as a principle point of contact with the Government and assists in the management of operations across all installations.
  • Ensure the recruitment, training, and retention of a qualified workforce.
  • Ensures staff provides high quality customer service and performance services to all clients.
  • Attends and assists with external meetings, conducts site visits, communicates program metrics to stakeholders, supervises courses, and manages travel.
  • Prepares contractor required reports and administrative documents.

Required Skills, Education, Experience & Abilities:

  • Masters’ degree from an accredited academic institution.
  • A minimum of five (5) years program management experience.
  • A working knowledge of military education programs and services, such as Tuition Assistance (TA), GI Bill programs, Credentialing Opportunities On-Line (COOL), and Service-specific education centers.
  • Extensive knowledge of education programs and services for the military.
  • Program Management Professional (PMP) Certification is desired but not required.
  • Applicants must successfully undergo a National Agency Check with Inquiries (NACI) Tier 1 background investigation.
  • Experience managing personnel at geographically dispersed sites.
  • Ability to meet and correspond regularly with a government counterpart.
  • Experience conducting QC checks and ensuring training requirements are met.
  • Experience working directly with clients.
  • Ability to exercise a great deal of independent judgment.
  • Superb verbal and written communication skills.
  • Proficient in the use of Microsoft Office products
