Job description

We are seeking a GPS Procurement Technology Lead to help modernize and elevate our procurement function through stronger operating discipline, deeper regulatory rigor, and adoption of next-generation tools, technologies, and ways of working. This role is aligned to the Systems Governance and Architecture team within the Procurement Strategy and Business Intelligence (PSBI) organization. The role will lead complex government procurement activities while acting as a change agent across process improvement, digital enablement, stakeholder collaboration, and team capability building. The ideal candidate brings strong government (federal and state/local) procurement expertise, sound knowledge of regulatory requirements, and a track record of championing technology and mindset shifts that improve efficiency, compliance, visibility, and business outcomes.

Work You'll Do

  • Ensure end-to-end government procurement activities, including sourcing, solicitation, evaluation, negotiation, award support, supplier management, and contract administration, are thoroughly considered throughout technology enhancement projects
  • Ensure procurement activities comply with applicable government regulations, policies, and internal controls.
  • Work closely with Compliance, stakeholders and technology project development teams to ensure procurement regulations and requirements, including relevant federal, state, or local government frameworks, are incorporated into technology solutions.
  • Drive modernization of procurement processes through adoption of digital tools, analytics, automation, AI-enabled solutions, and improved workflows.
  • Act as an early adopter and internal champion of new procurement technologies, helping the team embrace new tools and a more forward-looking operating mindset.
  • Partner with OGC, finance, program, operations, and business stakeholders to align procurement strategy with organizational goals.
  • Identify opportunities to reduce cycle times, improve transparency, strengthen supplier performance, and mitigate risk.
  • Lead or support development of category strategies, procurement playbooks, standard templates, and governance mechanisms.
  • Monitor market trends, supplier capabilities, and industry practices to bring innovation and insight into the procurement function.
  • Coach and influence team members on best practices, compliance expectations, and technology-enabled procurement ways of working.

The Team 

The GPS Contracts Sector Team comprises practitioners across the US and India, dedicated to supporting all prime contract management needs for our internal and external clients.

Operational Excellence provides essential business and operational support, enabling the GPS Consulting and Advisory practices to deliver exceptional client service. We play a critical role in driving meaningful operational change as the GPS business evolves. By collaborating with our leaders, we are reimagining the future of operations, fundamentally redesigning services, and incorporating new technologies to propel GPS into the future.

Required Qualifications

  • 5+ years of government procurement experience with increasing responsibility in procurement, strategic sourcing, subcontracts, or supply chain roles.
  • Strong working knowledge of government procurement regulations, policies, and compliance requirements.
  • Demonstrated experience managing complex procurements in a regulated environment.
  • Proven ability to interpret regulatory requirements and translate them into practical procurement actions and controls.
  • Experience with procurement technologies such as eProcurement platforms, ERP systems, contract lifecycle management tools, supplier portals, spend analytics, or workflow/agentic automation tools.
  • Track record of early technology adoption and championing change, including helping teams implement and use new tools and processes.
  • Strong supplier management, stakeholder engagement, project team collaboration and problem-solving skills.
  • Ability to balance compliance discipline with speed, efficiency, and business partnership.
  • Excellent written and verbal communication skills.
  • Bachelor's degree in business, supply chain, public administration, finance, or related field
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Ability to travel 10%, on average, based on the work you do and the clients and industries/sectors you serve.

Preferred Qualifications

  • Experience with federal procurement regulations such as FAR, DFARS, and agency-specific supplements.
  • Knowledge of public sector acquisition methods, competitive bidding requirements, contract types, small business/socioeconomic programs, and audit-readiness expectations.
  • Experience leading procurement transformation, process redesign, or digital modernization initiatives.
  • Familiarity with data-driven procurement, dashboards, KPI tracking, and continuous improvement methods.
  • Professional certifications such as CPCM, CPSM, CPPB, CPPO, or similar are a plus.
  • Advanced degree preferred.

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $107,900 to $179,900.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
