Position Summary

We are seeking a highly skilled elite Procurement Analyst Subject Matter Expert to drive strategic oversight, compliance framework design, and policy formulation for the Missile Defense Agency (MDA) Technical Advisory and Assistance Services (TACS) program located at Redstone Arsenal, AL. In this high-impact, enterprise-level role, you will act as a principal policy advisor to the MDA workforce, interpreting complex statutory guidelines and translating high-level Office of the Secretary of Defense (OSD) mandates into native MDA local policies. Operating as an authoritative expert, you will evaluate existing acquisition structures, deliver independent operational analyses, and prepare data-backed recommendations to directly shape MDA senior leader decision-making pipelines.

This premier opportunity is tailored for a seasoned acquisition leader with a background as a Senior Warranted Contracting Official or Contracting Chief. You will govern critical agency initiatives, including the Procurement Management Review (PMR) and Self-Inspection Programs, while leading rigorous quality-assurance reviews of high-value contract files and solicitations. If you possess a Master’s degree, a DAWIA Level III certification in Contracting, and a proven track record of briefing senior DoD officials on complex FAR Part 15 source selections and policy integrations, we invite you to spearhead these vital enterprise projects. This position requires personnel to have an ACTIVE Secret Clearance.

Work Location: This position is performed on-site at Redstone Arsenal, AL. Regular on-site attendance is required to support customer and contract requirements. Telework may be available based on contract requirements and customer approval.

Key Responsibility

  • Formulate strategic guidance and risk-mitigation frameworks to minimize and eliminate compliance liabilities in procuring critical services, supplies, and resources supporting the MDS.
  • Provide independent operational analysis and expert counsel to elevate the structural, transactional, and operational effectiveness of the MDA Procurement Management Review (PMR) Program.
  • Direct audit readiness initiatives and prepare requirements owners for complex audits conducted by internal and external oversight agencies.
  • Oversee and govern the continuous lifecycle execution of the MDA Self-Inspection Program.
  • Conduct rigorous compliance and quality-assurance reviews of program acquisition documents—including complex solicitations, contract files, and related actions—to ensure unwavering adherence to FAR, DFARS, and federal policy.
  • Serve as a principal policy advisor to the acquisition and contracting workforce, interpreting regulations and delivering specialized training frameworks.
  • Design, develop, and deliver agency-wide training modules addressing the PMR, Self-Inspection Program, and the MDA Acquisition Management Framework.
  • Conduct independent, advanced research of defense acquisition and contracting policies, processes, procedures, and statutory changes to maintain agency alignment.
  • Analyze, interpret, and operationalize high-level guidance from the Office of the Secretary of Defense (OSD) to ensure appropriate information flow down into native MDA policies.
  • Synthesize and author local contracting policies that supplement statutory requirements, incorporating sound operational rationale and maximizing execution flexibility.
  • Identify and forecast emerging acquisition mandates stemming from interagency organizational changes and executive forum transitions.
  • Evaluate existing acquisition and contracting policy issuances, construct data-backed recommendations for agency level-changes, and secure executive approval for enterprise implementation.
  • Oversee the structural development, implementation, and optimization of MDA acquisition and contracting oversight systems and processes.
  • Synthesize, author, and validate new content for contract policies, strategic communications, and high-priority data calls, directing their routing through the executive approval lifecycle.
  • Manage and govern the execution framework of formal acquisition documentation planning and administration reviews.
  • Serve as the Enterprise Knowledge Manager for the MDA/DA portal at the MDA Knowledge Online (MKO) internal website, architecting internal data compliance and governance structures.
  • Sustain high-level strategic reviews, identify institutional efficiencies, and present formal operational recommendations in senior leader staff meetings and integration forums.
  • Evaluate, design, and champion aligned strategic initiatives from identification through formal agency-level approval and maintenance.
  • Deliver expert acquisition advisory support to organizational segments, programs, and functional offices to guarantee policy execution in strict alignment with DoD and MDA mandates.
  • Provide professional intelligence and investigative reporting regarding overarching acquisition improvements and market trends.
  • Lead the integration of approved process modifications across programs, drive continuous improvement across the agency, and resolve highly complex customer challenges.
  • Conduct advanced research and formulate quantitative analyses to directly support MDA senior leader decision-making pipelines.
  • Develop and present authoritative executive briefings to senior officials within the MDA, Department of Defense, and external agency partners.
  • Spearhead high-priority, special agency-level projects engineered to deliver positive, enterprise-wide impact.

Qualifications

  • Minimum of a MA/MS/MBA 
  • Prior experience as a Senior Warranted Contracting Official of an Installation, Program, or Contracting Chief of a major DoD buying activity; or in a civilian agency which executed assisted acquisitions on behalf of DoD activities.
  • Direct experience in advising senior leaders on formulation and promulgation of contract policy at the agency level. 
  • Minimum of 10 years of prior experience as a warranted contracting officer in a DoD buying activity or civilian agency which executed assisted acquisitions on behalf of DoD activities.
  • Previous DAWIA Certification Level III (or equivalent) in contracting.
  • Direct experience in leading contract file reviews and preparation for Department of Defense / Agency level PMRs.
  • Experience with FAR Part 15, formal source selection procedures and FAR Subpart 16.505 ordering procedures.
  • ACTIVE Secret Clearance Required.
Compensation and Benefits

The estimated compensation range for this position is between $204,417 - $225,935 annually. Actual salary for these positions will be determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
