Job description

Overview
The Procurement Manager provides full lifecycle procurement and subcontract administration support for the U.S. Army Space and Missile Defense Command. This position is responsible for managing procurement actions from acquisition planning through subcontract closeout while ensuring compliance with applicable Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), company policies, and customer requirements.
The ideal candidate possesses strong analytical skills, experience supporting competitive procurements and proposal efforts, and the ability to work independently while collaborating with program management, contracts, finance, legal, and technical teams.
This is a hybrid position requiring a combination of onsite support in Huntsville, Alabama and remote work.
Essential Duties and Responsibilities:
  • Administer procurement and subcontract actions throughout the entire acquisition lifecycle.
  • Prepare, issue, evaluate, negotiate, and administer Requests for Proposal (RFPs), Requests for Quotation (RFQs), and purchase orders.
  • Conduct competitive source selections and document procurement decisions in accordance with FAR, DFARS, and company procedures.
  • Review subcontractor proposals for cost, price reasonableness, technical compliance, and overall responsiveness.
  • Negotiate pricing, delivery schedules, terms and conditions, and subcontract modifications.
  • Support proposal efforts by coordinating subcontractor participation, obtaining quotations, and preparing procurement documentation. Develop and administer subcontract agreements, modifications, renewals, and closeout activities.
  • Maintain procurement documentation and contract files ensuring audit readiness.
  • Track procurement milestones, deliverables, funding status, and subcontract performance.
  • Develop and maintain procurement metrics, reports, and dashboards for leadership visibility.
  • Utilize SharePoint, Microsoft Office Suite, and procurement management systems to improve workflow efficiency.
  • Coordinate with Program Managers, Contracts, Finance, Engineering, and Supply Chain personnel to support program execution.
  • Ensure subcontractor compliance with contractual requirements, reporting obligations, and security requirements.
  • Support both CONUS and OCONUS procurement activities as required.
  • Identify procurement risks and recommend mitigation strategies.
  • Participate in process improvement initiatives to enhance procurement operations and reporting efficiencies.
  • Experience managing FFP Delivery Schedules and Milestone Payment Schedules.
  • Experience in conducting Requests for Proposal (RFPs).

Requirements
Required Qualifications:
  • Bachelor's degree in Business Administration, Acquisition Management, Supply Chain Management, Finance, Contract Management, or related field.
  • 5-9 years of procurement, subcontract administration, purchasing, or government contracting experience.
  • Experience supporting Department of Defense (DoD) contracts.
  • Working knowledge of:
    • FAR
    • DFARS
    • Government procurement regulations
    • Competitive acquisitions
  • Experience administering fixed-price, cost-reimbursement, Time & Materials (T&M), and IDIQ subcontract agreements.
  • Experience supporting proposal and capture activities.
  • Experience in managing FFP Delivery Schedules and Milestone Payment Schedules.
  • Experience in conducting Requests for Proposal (RFPs).
  • Strong negotiation and vendor management skills.
  • Excellent written and verbal communication skills.
  • Strong organizational and analytical abilities.
  • Ability to manage multiple priorities with minimal supervision.

Preferred Qualifications:
  • Experience supporting Other Transaction Authority (OTA) acquisitions.

  • Active Secret Security Clearance required.

Physical Requirements
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
