Project Manager, Debit Operations Network Releases

As a global Debit Network, we manage the foundational ecosystem of standards, technologies, and rules that enable secure and efficient global commerce. Our network ensures that every transaction is processed reliably across thousands of issuer, acquirer, and processor partners. We are dedicated to maintaining network integrity, driving innovation in payment standards, and ensuring that our partners can deliver seamless payment experiences to their customers around the world.

As we grow and evolve, we need a leader dedicated to driving flawless operational implementation of major network releases. In this role, you will coordinate activities with internal product and tech teams to ensure the successful planning, certification, implementation, and adoption of quarterly network mandates. Your focus will be on designing a comprehensive, repeatable process to facilitate smooth transitions during release cycles, provide the guidance and support necessary for network participants to integrate enhancements, and ensure our infrastructure continues to support the evolving needs of the global payments landscape.

The Debit Network Release Manager will have the ability to communicate and influence effectively, drive flawless execution, and partner with internal and external clients. The responsibilities span multiple functions including network operations, partner success, project management, and change management within a high-scale processing environment.

Responsibilities:

  • Drive the end-to-end delivery framework for network releases to ensure mandates are well-managed and partners are supported. Release activities include:

  • Collaborate with documentation teams and client account managers to ensure the timely distribution of network release requirements and technical specifications to network participants.

  • Provide guidance to relationship managers and implementation managers for their deep-dive sessions with issuers, acquirers, and processors regarding mandated and optional release components.

  • Partner with Product, Tech, and Test organizations to ensure network infrastructure and testing environments are ready for client setup and certification efforts.

  • Support relationship managers and implementation managers in tracking issuer readiness and mitigating adoption risks during implementation.

  • Liaise with relationship managers and implementation managers to provide post-production monitoring and ensure stable transaction processing for clients following a release.

  • Serve as the primary subject matter expert for network releases within the Operations organization, managing information flow between internal product teams and client account managers.

  • Work closely with internal tech and product partners to plan and monitor milestones critical to ensuring successful execution.

  • Navigate internal network product and engineering organizations to advocate for partner needs and resolve technical release issues.

  • Provide transparency and reporting to network leadership on the status of release adoption and overall network health.

  • Identify systemic trends in release failures or processing errors and partner with internal teams to improve network specifications

  • Support client account managers by providing technical and operational expertise to strengthen relationships with major issuers, acquirers, and processors.

  • Travel as required to gain a deep understanding of core operational processes.

Basic Qualifications:

  • High school diploma, GED or equivalent certification

  • At least 5 years of experience in Process, Project and Relationship management

  • At least 2 years of experience in People Management

  • At least 1 year of experience in Google Suite products

Preferred Qualifications:

  • Bachelor's Degree in Business Management, Process Management, Project Management, Risk Management, Communications, Computer Science or Information Systems

  • Lean certification or Six Sigma certification

  • 7+ years of combined in Process, Project or Relationship management

  • 5+ years of experience in People management

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

McLean, VA: $151,900 - $173,400 for Manager, Project Management


Richmond, VA: $138,100 - $157,700 for Manager, Project Management


Houston, TX: $138,100 - $157,700 for Manager, Project Management









Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate's offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
