About the job:

BCT LLC is seeking a Process Engineers to join our team. The ideal candidate must possess an active TS/SCI with POLY and have experience with Policy and/or a SIGINT background. In this position, you will apply process improvement (PI), engineering methodologies, and principles to effectively improve and align Enterprise-level processes. Facilitates project teams in accomplishing project activities and objectives. Coordinates the transfer of new processes and practices to project teams by providing group facilitation, interviewing, training, and additional forms of knowledge transfer. Acts as a key coordinator between multiple project teams to ensure Enterprise-wide integration of engineering efforts.

Required Experience:

Level 1

  • Develop the plans for process assessments, both informal and formal
  • Work closely with the systems and software engineering process development team members to determine organizational readiness for assessment as well as in conducting assessments
    Coordinate and schedule process assessments
  • Lead assessment teams in conducting both formal and informal assessments
  • Analyze assessment results and make improvement recommendations
    Ensure assessment results and recommendations are used as the basis for improvement plans
  • Assess Process Improvement progress and report findings
    Evaluate Systems Engineering and Software Engineering processes to address problems with process work

  • Assist in defining Process Improvement strategy and lesson learns
  • Conduct training sessions and workshops for Process Improvement activities

Required Education:

Five (5) years' experience with Process Improvement on programs and contracts of similar scope, type, and complexity is required. Experience is to include, within the past five (5) years, three (3) years of experience in facilitation, training, methodology development and evaluation, process engineering across all phases of acquisition identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices.

Bachelor’s Degree in computer science, information systems, engineering, business, or education from an accredited college or university is required.

Level 2

All of the capabilities under Level 1 and:

  • Lead Process Improvement effort utilizing CMM/CMMI or other similar process models
    Interpret and promote the use of Process Improvement best practices
  • Evaluate system and software engineering processes to address problems of workflows, organization, and planning and develop appropriate corrective action
  • Evaluate Systems Engineering and Software Engineering processes to address problems with process work flows, organizational structure and alignment and planning
  • Make improvement recommendations based on program, organizational, and project needs
    Advocate improved quality and productivity through systems and software development processes and methods
  • Assist in Enterprise level Systems and Software Engineering Process Improvement initiatives
    Provide technical leadership and direction in supporting the application of sound system and software engineering Process Improvement concepts
  • Ensure processes are established and documented to support the application and institutionalization of sound systems and software engineering discipline and continuous Process Improvement
  • Provide detailed analysis and feedback to agency management and internal customers for escalated tickets

Education

Ten (10) years' experience with Process Improvement on programs and contracts of similar scope, type, and complexity is required with experience in a MAJORITY of the skills listed.

Experience is required within the past ten (10) years with at least five (5) years of experience in facilitation, training, methodology development and evaluation, process engineering across all phases of acquisition identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices. In lieu of ten (10) years of experience.

Bachelor’s degree in computer science, information systems, engineering, business, or management from an accredited college or university is required PLUS three (3) years of experience as outlined above.

Level 3

All of the capabilities under Level 2 and:

  • Assess Process Improvement progress and report findings to leadership
    Lead process improvement efforts utilizing CMM/CMMI or other similar process models including lean six sigma
  • Produce and enable managed, repeatable, defined processes and eliminate waste, reduce process variation, and optimize process efficiency
  • Recommend strategies to the Government PI Program Manager for improving engineering practices across the agency
  • Advise agency Organizational Leaders and Program Managers regarding software engineering, systems engineering, and/or PI strategies to enable mission success

Education

Fifteen (15) years' experience is required covering a majority of all skills listed. Experience is required within the past ten (10) years with at least five (5) years of experience in leading, developing, facilitating, training, methodology development and evaluation, process engineering across all phases of acquisition identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices. In lieu of 15 years of experience.

Bachelor's degree in computer science, information systems, engineering, business, or management from an accredited college or university is required PLUS at least five (5) years of additional experience as outlined above.

$110,000-187,000

The above salary range represents a general guideline; however, BCT-LLC considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
