Position Purpose

The purpose of the Director, Pricing Support position is to lead and oversee price analysis, price negotiations, and submission of required actions to the U.S. AbilityOne Commission for all products and services on the AbilityOne Procurement List for NIB. This includes ensuring all pricing, supporting documentation, and data are competitive and compliant with applicable federal regulations, policies, U.S. AbilityOne Commission procedures and customer requirements.

Essential Job Functions
  • Oversee accurate and timely submission of Procurement List maintenance packages to the Commission including preparation, routing and execution of all required supporting documentation
  • Execute required actions to maintain the AbilityOne Procurement List IAW US AbilityOne Commission policies, procedures, and compliance requirements
  • Coordinate with other internal and external stakeholders (NIB departments, customers, non-profit agencies, Source America, and the U.S. AbilityOne Commission) on pricing actions (new and existing products and services, economic and equitable price adjustments, and price changes) and subsequent negotiations to include capture of required costing or market research and supporting documentation, review, analysis and assessment of price reasonableness, and compliance with all statutory, regulatory, policy and procedural requirements
  • Revise as needed and perform quality assurance steps to ensure compliance and Cooperative Agreement QASP requirements are met and exceeded
  • Develop, revise, implement, and conduct training and instructions (presentations and documentation) to educate associated nonprofit agencies, NIB personnel and customers on program requirements that must be met to foster successful outcomes
  • Ensure required reports are prepared and distributed in a timely manner
  • Collaborate with peers internally on inter-departmental continuous process initiatives and joint efforts
  • Lead weekly high-level meetings to ensure deliverables are met
Other Job Duties
  • Lead continuous process improvement efforts to revise, streamline and enhance existing processes and systems used by and pertaining to departmental activities
  • Contribute to long-term business strategy and organizational planning
  • Represent the function in executive discussions and cross-functional initiatives

Supervisory/Management Responsibilities

This position includes supervisory responsibilities:

  • Supervise subordinates' work to include managing tracking logs, reviewing work for accuracy and completeness, ensuring adherence to prescribed milestones and due dates, and allocating incoming assignments
  • Develop training programs for each subordinate position, materials for internally administered task-related training, and administer training, coaching, and leadership as required to ensure development of the team
  • Evaluating employee performance / corrective action
  • Hiring and termination

Travel

This position includes anticipated travel responsibilities:

  • Up to 10% including visits to nonprofit agencies, Government Agencies, and NIB meetings as required
Experience
  • Ten (10) plus years' experience in Federal contract and subcontract administration or price analysis with six (6) of those years preferably in a supervisory capacity
  • Experience mentoring, developing and managing direct reports
  • Knowledge of the Federal acquisition landscape (Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS)
Education, Certifications, and Licensure
  • Undergraduate degree from a regionally accrued college or university; bachelor's degree preferred
  • An equivalent combination of education and/or experience will be acceptable
  • NCMA Certified Federal Contracts Manager (CFCM) and/or NCMA Certified Professional Contracts Manager (CPCM) preferred
Minimum Technical Skills and Experience
  • Proficiency in Microsoft Office, including Outlook, Word and Excel
  • Experience usingZoom, Microsoft Teams, and/or other online meeting platforms
  • Knowledge of the Federal acquisition landscape (Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), including proposal analysis techniques in Far Part 15 and other applicable regulations and memoranda
  • Experience with AbilityOne Program desirable. Knowledge of US AbilityOne Commission policies, procedures, and compliance requirements (desirable), particularly as they pertain to establishment and maintenance of Fair Market Prices (FMP)
  • Knowledge of market research practices and cost-plus price development (including indirect rates) as they pertain to pricing for and compliance with federal and commercial product and service requirements
