Description

Chimera Enterprises is seeking an experienced Operations and Performance Analyst. The ideal candidate will have substantial experience in operations analysis, business analysis, and program support within a Federal or complex environment. The Operations & Performance Analyst will play a key role in tracking, analyzing, and reporting on program metrics, schedule performance, and engagement activities. This role is vital to ensuring accurate operational data is maintained to support CISA oversight, internal reporting, and the continuous improvement of internal processes.

Mission

To drive operational excellence and transparency for CISA International by meticulously tracking performance metrics and program activities. This role supports program management by ensuring that accurate data on staffing, schedule performance, and international engagements is consistently gathered, analyzed, and presented, directly enabling informed decision-making and continuous process improvements.

JOB DESCRIPTION AND RESPONSIBILITIES:
  • Collect, validate, and manage operational data related to staffing, attrition, schedule performance, and engagement activities.
  • Support the Program Manager (PM) in the timely preparation of Monthly Status Reports (MSRs) and Program Management Review (PMR) materials.
  • Track and report on unclassified performance metrics, including project milestones, operational issues, and strategic recommendations.
  • Maintain and update the data utilized in CISA oversight and internal reporting mechanisms.
  • Prepare detailed summary charts and tables detailing staffing rosters, attrition rates, upcoming purchases, and program risks to facilitate PMR discussions and MSRs.
  • Coordinate seamlessly with engagement, stakeholder, and travel personnel to gather consistent, accurate data on activities across operational tasks (Tasks 2.1–2.3).
  • Support internal process improvements by analyzing operational trends, identifying bottlenecks, and recommending opportunities for increased efficiency.
Knowledge, Skills, and Abilities:
  • Strong focus on metrics, reporting, and performance tracking within a Federal or complex organizational environment.
  • Advanced skills in Microsoft Excel and other standard office tools, with a high comfort level in managing and synthesizing data sets.
  • Ability to produce clear, concise summaries, charts, and tables tailored for program leadership.
  • Exceptional attention to detail and a proven ability to consistently meet strict deadlines for recurring reporting cycles.
  • Strong collaborative skills with the ability to gather data across various roles and functional areas efficiently.
Minimum Qualifications:
  • Education: Bachelor’s Degree in Business Administration, Operations Management, Data Analytics, or a related field (or 4 additional years of experience in lieu of a degree).
  • Experience: 4 to 8 years of relevant experience in operations analysis, business analysis, or program support with a distinct focus on metrics and reporting.
  • Clearance: Eligibility for and ability to maintain a Public Trust suitability determination.
  • Location: Primarily at the Government facility in Arlington, Virginia (NCR), with potential telework options as required by the agency.
