Primary Purpose
Responsible for searching local governments' land records to determine property ownership in order to prepare and obtain trespass rights and rights-of-way. Secures recorded easements and quit claims for the erection of poles, fixtures, underground conduit, cables, wires, and tree trimming or removal on or across public and private property.
Primary Duties
  • Secure, negotiate, and acquire property rights, easements, licenses, permits, and rights-of-way necessary to support electric transmission, distribution, and infrastructure projects.
  • Conduct property ownership research through review of land records, deeds, plats, surveys, maps, title documents, and courthouse records to identify property boundaries and ownership interests.
  • Interpret and analyze maps, blueprints, engineering drawings, metes and bounds descriptions, and other technical documents to support right-of-way acquisition activities.
  • Meet and communicate with property owners, public agencies, attorneys, and other stakeholders to explain project requirements, negotiate property rights, and resolve issues related to land acquisition.
  • Prepare, review, and maintain accurate documentation, correspondence, agreements, reports, and records associated with right-of-way transactions and project activities.
  • Coordinate with engineering, construction, legal, environmental, and project management teams to support project schedules and ensure all required property rights are obtained prior to construction.
  • Provide exceptional customer service while addressing property owner questions, concerns, and requests through in-person meetings, telephone conversations, written correspondence, and electronic communications.
  • Support field investigations and site visits to verify property information, assess project impacts, and facilitate acquisition activities.
  • Maintain a working knowledge of overhead and underground utility construction practices, property valuation principles, zoning requirements, and property rights issues impacting company projects.
  • Utilize company systems and PC-based software, including word processing, spreadsheet, email, and database applications, to track project progress and maintain accurate records.
  • Perform mathematical calculations and measurements related to land acquisitions, easement areas, property descriptions, and project requirements.
  • Support emergency restoration efforts and serve in assigned emergency response roles in accordance with company emergency preparedness guidelines.
  • Adhere to all federal, state, local, and company safety regulations, policies, and procedures while working in office and field environments.
  • Travel to company facilities, project sites, courthouses, government offices, and customer locations as required to support project and operational needs.
  • Work flexible schedules, including overtime, rotating shifts, weekends, holidays, and during system emergencies, as necessary to meet business objectives.

Minimum Qualifications
  • Bachelor's degree in business or related field or the equivalent combination of formal education, training, and experience.
  • Experience/demonstrated skill reading and interpreting maps, blueprints, drawings, plats, metes and bounds descriptions on land deeds, etc. in order to determine property boundaries and ownership.
  • Ability to negotiate with property owners in order to obtain the required rights for projects and comprehend basic property valuation as well as an elementary understanding of property rights and zoning
  • Demonstrated skill with or possessing general knowledge of overhead and underground construction.
  • Possess exemplary customer service skills and experience in communicating with the general public both face to face as well as through electronic, telephone, and/or written means.
  • Experience using PC-based word processing, spreadsheet, and e-mail software.
  • Possess excellent verbal and written (grammar) communication skills.
  • Possess skill in applying mathematics involving fractions, decimals, and percentages.
  • Experience researching land records at jurisdictional courthouses and the ability to learn internal researching methods in order to provide feedback and answers when called upon.
  • Ability and willingness to walk for extended periods of time on an occasional basis.
  • Ability and willingness to work non-standard and extended hours, rotating shifts, overtime, weekends, holidays, and during system emergencies, as required.
  • Ability and willingness to perform a second role in accordance with Pepco Holdings Emergency Preparedness Guidelines for all employees.
  • Ability and willingness to adhere to safety regulations and policies and to wear and use safety equipment as required by Federal, State, Local, and Pepco Holdings regulations (for example, steel toed shoes, hard hats, safety glasses, etc.)
  • Ability to travel to various Company locations and job sites.
  • Must possess a valid driver's license.
  • Must successfully pass a Criminal History Background Check
  • Must successfully pass a Drug Test.

Preferred Qualifications
โ€ข Experience in energy electric utility related right-of-way work.
โ€ข IRWA membership, certification, and or coursework completion.
โ€ข Experience performing title abstract research work.
โ€ข Experience preparing right-of-way, easement, right-of-entry, and or quit claim documents.
โ€ข Experience and demonstrated skill training and directing lower classified employees.
