General Function:

  • Ensure program management personnel possess comprehensive knowledge of DoDI 5000.02 and 5000.75 principles, policies, and practices of systems acquisition and program management.
  • Apply qualitative and quantitative techniques to gather, analyze, and measure the effectiveness, efficiency, and productivity of acquisition programs.
  • Monitor program cost and schedule performance, identify variances, and recommend alternative solutions or corrective actions.
  • Communicate clearly and professionally in writing and orally to produce high-quality briefings, reports, and acquisition documentation.
  • Plan, research, analyze, and assess system acquisition activities across development, production, deployment, and sustainment phases.
  • Formulate acquisition strategies that meet cost, schedule, and performance objectives.
  • Prepare and maintain statutory and regulatory acquisition reports such as Defense Acquisition Executive Summaries (DAES) and Monthly Activity Reports (MARs).
  • Support program management reviews, Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) reviews, and other senior-level decision meetings.
  • Conduct programmatic assessments and present findings and recommendations to senior leadership based on DoD and Air Force program analysis methods.
  • Assist program managers and acquisition teams in organizing and executing management activities, coordinating specialists, and ensuring project alignment.
  • Develop and maintain acquisition schedules, milestones, and deliverables using project management tools and processes.
  • Establish and maintain databases; collect, track, and analyze key program metrics to evaluate progress and performance.
  • Apply risk management principles by developing, integrating, and updating risk mitigation plans and strategies.
  • Use Earned Value Management (EVM) principles to assess and report program cost, schedule, and performance health.
  • Coordinate and collaborate with U.S. Government organizations (e.g., Headquarters, MAJCOMs, Test Agencies, USAF Centers) and external partners to accomplish program goals.
  • Resolve programmatic issues by interfacing with Air Staff, MAJCOMs, and DoD stakeholders; document decisions, open actions, and outcomes for executive reporting.
  • Demonstrate understanding of DoD acquisition processes, analytical methods, and contracting policies for pre- and post-award actions.
  • Conduct studies and analyses on acquisition efficiency, workload impact, and cost, ensuring the use of automated management information systems for data integrity.
  • Execute acquisition planning initiatives including NDI/COTS purchases, Performance-Based Business Environments, Agile and Evolutionary Acquisition, EVMS, and Acquisition Streamlining.
  • Integrate technical and acquisition disciplines such as engineering, program control, configuration management, test, manufacturing, quality assurance, logistics, and foreign disclosure.
  • Provide life-cycle support for systems, subsystems, and equipment, including training system requirements, site planning, test and integration, and sustainment activities.
  • Manage Instructional Systems Design (ISD) and Training Systems Analysis (TSA) processes, ensuring alignment with evolving training requirements.
  • Support acquisition documentation development including RFPs, SOOs, PWSs, SOWs, milestone packages (MDD, ASP, A/B/C), and Should-Cost/Will-Cost analyses, under appropriate NDAs.
  • Review, interpret, and apply new statutory and regulatory requirements, recommending integration or updates for Government adoption.
  • Support the PABI function by developing and refining Directorate-level portfolio metrics and preparing executive-quality analytic products.
  • Prepare, edit, and publish official documentationโ€”plans, directives, reports, correspondence, and presentationsโ€”using standardized software tools and formats.
  • Support Directorate suspense and package tracking systems to ensure timely, accurate assignment and completion of higher-headquarters actions.
  • Coordinate and execute programmatic meetings and events, including agenda development, material preparation, and post-event follow-up actions.
  • Assist with travel planning, protocol coordination, and correspondence processing for the PEO/Deputy Director and senior staff.
  • Maintain and organize programmatic records and data repositories, ensuring proper storage and accessibility for both classified and unclassified materials.

Qualifications:

Education/Certifications/Experience/Skills:

  • MA Degree and at least 10 years of experience in the related field, 5 of which must be with the DoD, OR, BA Degree and at least 12 years of experience related to the position requirements, 5 of which must be with the DoD, OR, 15 years of directly related experience, 8 of which must be with the DoD.
  • Must possess and maintain government security clearance at the Secret Level.
  • Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook, Word, Excel, PowerPoint, Access, Visio, and Project).
  • Must be able to perform all functional duties independently.
  • Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driverโ€™s license and proof of insurance.
