General Function:       * Have knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs * Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action * Abilities to effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, and plans * Abilities to plan, research, analyze and assess system acquisition in terms of development, production, and deployment of weapon systems and associated equipment * Abilities to formulate plans and recommend effective strategies in meeting cost, schedule, and performance objectives * Abilities to support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Reports (MARs) * Abilities to support program management reviews, senior level meetings/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews * Abilities to support and develop various briefings/schedules of program status and acquisition tasks to senior management * Abilities to apply an understanding of DoD and AF Program/Project analysis to plan, organize, complete and present assessments of program/project activity management concepts, analyses, studies and procedures to senior leadership. The Contractor shall evaluate implications of existing or proposed projects, programs, processes, and policies/laws and recommend improvements to the Government point-of-contact (POC) * Abilities to assist the PM and Acquisition Team in the planning and organizing of program management activities, and/or analyses the efforts of a group of specialists, and/or advising on and performing work related to program management * Abilities to plan, organize, complete, and present assessments of program management concepts, analyses, studies, and procedures * Abilities to assist in acquisition strategy planning, pre-award and post-award document preparation, and milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation * Abilities to interface and coordinate with lateral USG organizations, i.e.,, headquarters, major commands, aircraft wings/squadrons, test agencies, and USAF Centers or other external agencies as required in order to accomplish assigned tasks * Abilities to assist with the resolution of programmatic issues, i.e.,, interfacing/querying Air Staff, Air Force Major Command, and Department of Defense personnel. The contractor shall document the status, decisions, and open actions to be resolved because of inquiries, and deliver executive-quality products to the PEO/Deputy * Abilities to establish and maintain databases and assist in the development and analysis of key program metrics, assist in developing and integrating risk management plans and strategies and support program briefings * Abilities to develop, report, and maintain schedules and metrics that are needed to track program status; have a working knowledge of, and be able to effectively apply Earned Value Management (EVM) principal in order to evaluate and report program health and status * Shall ensure program management resources have comprehensive knowledge of principal, policies and practices of systems acquisition and program management as defined in DoDI 5000.02 and DoDI 5000.75, as well as possess the requisite knowledge, skills, abilities, and experience to be able to self-sufficiently perform all duties and tasks within this PWS in support of the Directorate missions. * Recognized as highly skilled with advanced knowledge and experience in their technical/professional field, with the ability to apply relevant standards, procedures, and practices. * Oversees and guides junior and journeyman personnel, providing expert support across Program Office, Enterprise, and Staff-level interfaces. Qualifications: Education/Certifications/Experience/Skills: * MA/MS Degree with 10 years of directly related experience or BA/BS with 12 years of directly related experience or 15 years of directly related experience to this discipline. * Must possess and maintain a government security clearance at the Secret * Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook, Word, Excel, PowerPoint, Access, Visio, and Project). * Must be able to perform all functional duties independently. * Must be able to transport self to various facility sites, as required.
