Job description

Position: Payroll Administrator II

Location: Birmingham AL / Atlanta GA (HYBRID)
Duration: 18 Months

Client: Alabama Power


Position Overview

The Payroll Administrator II is responsible for overseeing and managing all aspects of payroll processing, ensuring accurate calculation and timely distribution of employee wages, salaries, and benefits.

This role requires advanced knowledge of payroll regulations, tax compliance, and reporting requirements. The ideal candidate has extensive experience handling complex payroll environments, including Davis-Bacon and Related Acts (DBRA) and certified payroll monitoring.

Key Responsibilities

Payroll Processing & Administration

  • Lead payroll processing activities, ensuring accuracy and compliance with company policies and regulatory requirements
  • Compile and review timesheet data, making detailed adjustments and corrections as needed
  • Verify and input employee information, including new hires, terminations, and employment status changes
  • Calculate and process payroll deductions (taxes, benefits, garnishments, and other withholdings)

Compliance & Regulatory Oversight

  • Ensure compliance with federal, state, and local payroll regulations
  • Support administration of Davis-Bacon and Related Acts (DBRA) requirements
  • Manage certified payroll tracking and reporting
  • Respond to federal auditing and reporting requirements
  • Maintain up-to-date knowledge of payroll laws and regulatory changes

Reporting & Analysis

  • Prepare and distribute payroll reports, summaries, and statements
  • Provide analysis and insights related to payroll data
  • Collaborate with Compliance, HR, and Finance teams to ensure accurate reporting

Recordkeeping & Documentation

  • Maintain payroll records and documentation in accordance with company policies and legal requirements
  • Ensure data integrity and confidentiality of payroll information

Employee Support

  • Serve as primary point of contact for payroll-related inquiries
  • Provide timely and accurate guidance to employees and management

Required Qualifications

  • High school diploma or equivalent (additional education in Accounting, Finance, or related field preferred)
  • 5–10 years of payroll administration experience
  • Strong knowledge of payroll processes, tax regulations, and employment laws
  • Experience with DBRA and certified payroll monitoring highly preferred
  • Experience responding to federal audits and reporting requirements
  • Proficiency in payroll software systems and Microsoft Office (advanced Excel skills preferred)
  • Exceptional attention to detail and data accuracy
  • Strong communication and interpersonal skills
  • Ability to work independently and in a team environment
