POSITION DESCRIPTION TITLE: Accounting Manager- Grants, Fixed Assets, Payroll, and Procurement

FLSA Status: Exempt

POSITION SUMMARY

  • Responsible for overseeing the organization's grant accounting, payroll operations, procurement activities, fixed asset accounting, inventory accounting, and annual cost reports while ensuring compliance with Generally Accepted Accounting Principles (GAAP), federal, state, grantor, and organizational requirements. Reporting directly to the Controller, this position manages the daily administration of grant finances, payroll processing, procurement oversight, and fixed asset management to ensure the timely and accurate recording of financial transactions, grant expenditures, payroll, purchasing activities, inventory reconciliations, and financial reporting.  

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversee all grant accounting activities, including budget monitoring, reimbursement requests, financial reporting, and grant compliance. 
  • Manage and oversee payroll processing to ensure timely and accurate employee compensation, payroll tax reporting, deductions, and compliance with applicable laws and regulations. Oversee procurement activities to ensure purchasing complies with organizational policies, grant requirements, and applicable procurement regulations. 
  • Manage the organization's fixed asset program, including capitalization, depreciation, inventory, disposals, and periodic physical asset verification. Review and approve journal entries, account reconciliations, and general ledger transactions related to grants, payroll, procurement, and fixed assets. 
  • Assist with month-end, quarter-end, and year-end closing processes and the preparation of financial statements. Manage and supervise the daily operations of the accounting department. 
  • Prepare, review, and analyze cost reports to ensure the accurate allocation of expenditures. 
  • Supervise, train, mentor, and evaluate accounting staff assigned to grants, payroll, procurement, and fixed asset functions. 
  • Ensure compliance with Generally Accepted Accounting Principles (GAAP), internal controls, and organizational policies. 
  • Collaborate with Human Resources, department managers, and program staff to ensure accurate payroll allocations, grant reporting, procurement compliance, and asset management. 
  • Perform other duties and special projects assigned by the Controller.    

MINIMUM EDUCATION AND EXPERIENCE

  • Bachelor's degree in accounting required, experience in lieu of education will be accepted on a year for year basis.
  • Minimum of six (6) to eight (8) years of financial accounting experience required.
  • Intermediate knowledge of Microsoft Access and Excel is required.
  • Knowledge of Microsoft Word and PowerPoint preferred.
  • CPA a plus.

LICENSES/CERTIFICATIONS REQUIRED

  • Must have valid NM driver's license and reliable personal transportation;

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

  • Knowledge of finance and accounting functions, budgeting, investments, internal controls and GAAP;
  • Knowledge of computer systems, spreadsheet and financial systems programs and applications;
  • Ability to evaluate, suggest and implement changes, manage workflows and coordinate resources, including recommendations for personnel changes and training;
  • Skill in establishing and maintaining effective working relationships with co- workers, patients, medical staff, auditors, and the public;
  • Ability to work with multiple priorities;
  • Ability to work with management and to guide co-workers to achieve objectives;
  • Skill in identifying and resolving accounting and financial issues;
  • Skill in exercising initiative, judgment, discretion and decision-making to achieve organizational objectives;
  • Skill in analyzing financial data and preparing appropriate related reports;

PHYSICAL CHARACTERISTICS/WORKING CONDITIONS

  • A person in this position has sufficient time to complete tasks although under pressure and depending on department and organization demands, additional time may be required. There are also opportunities to relax from physical exertion or to change position in work activities.
  • Physical Effort and Dexterity: Good dexterity to operate personal computers, and files. Moderate physical activity. Requires handling of average-weight objects up to 25 pounds or standing and/or walking for up to four (4) hours per day.
  • Machines, Tools, Equipment required to be operated: Capable of using office machines and personal computers for word processing, data entry and retrieval.
  • Visual Acuity, Hearing, and Speaking: Must be able to read computer monitors. Must be able to communicate clearly and accurately for work and safety compliance.
  • Environment/Working Conditions: Work is mostly inside an Administrative Building in a controlled environment. Normal safety precautions and practices are required. Position may require travel in the Albuquerque metropolitan area. Work regularly scheduled Monday-Friday although occasional weekend shifts may be required to meet deadlines.
