General Summary

The PAX Program Manager is responsible for leading the development, implementation, and evaluation of evidence-based mental health and prevention services in school-based settings. The services should be aligned with the most current Prevention Guidelines and current social-emotional learning practice. This leadership role ensures the effective delivery of school-based programs, supervision of program staff, and collaborates with both internal teams and external partners to improve program outcomes and impact. The PAX Program Manager also works closely with senior leadership to support strategic planning and agency-wide implementation of mental health and prevention initiatives.

Duties and ResponsibilitiesProgram Oversight & Leadership
    1.Ensure effective oversight and delivery of school-based mental health and prevention programs.
    2.Plan, coordinate, and oversee the implementation of the PAX Good Behavior Game (GBG) in alignment with OASAS Prevention Guidelines.
    3.Provide leadership, supervision, and coaching to program staff to ensure high-quality service delivery and ensure program outcomes are being met.
    4.Monitor fidelity of PAX GBG implementation through classroom observations, data review, and coaching support; provide timely and effective feedback.
    5.Conduct regular site visits to school buildings to support implementation and ensure consistency across classrooms and staff.
    6.Facilitate regular meetings with PAX staff and support their participation in trainings such as New Teacher, Next Steps, PAX Heroes, and webinars.
    7.Ensure all program staff and self are completing all training required by program, funder and agency and meeting all other compliance requirements.
Data Management & Compliance
    8.Monitor program compliance with performance goals and requirements of OASAS, school districts; address challenges to ensure program success.
    9.Enter, monitor, and maintain accurate program data in WITNYS, ensuring timely submission.
    10.Collect, analyze, and use data to monitor outcomes and drive continuous program improvement.
    11.Prepare and submit quarterly and annual reports, including required narratives and documentation from program staff.
    12.Support the development and monitoring of the agencyโ€™s OASAS workplan and ensure alignment with Prevention Guidelines.
    13.Assist Division leadership with accreditation processes, audit reviews, and site visits.
Fiscal Management
    14.Assist Division leadership in budget development, planning and monitoring of financial resources.
Collaboration & External Relations
    15.Build and maintain collaborative relationships with school districts, administrators, and community partners to promote program sustainability, support expansion and integration of PAX GBG and PAX Tools.
    16.Schedule and attend quarterly data meetings; support PAX Partners in leading effective, data-driven discussions.
    17.Represent Contact and the School Services Department at community coalitions, conferences, school events, and professional forums.
Strategic Development & Innovation
    18.Contribute to organizational policy development and strategic planning related to school-based prevention services.
    19.Stay current on research, best practices, and emerging trends in behavioral health and substance use prevention.
    20.Identify and support opportunities for program sustainability, including funding, partnerships, and resource development.
    21.Participate in agency meetings and events.
Education Requirements
  • Bachelorโ€™s degree in educational, behavioral, or other related human service field required. Masterโ€™s degree preferred.
  • Previous Experience Requirement
  • 1 year supervisory/leadership experience preferred.
  • Knowledge and Skills Needed to Perform Effectively in this Position

  • Strong knowledge of OASAS prevention models, mental health, public health frameworks, and evidencebased practices.
  • Skilled facilitator with experience delivering presentations and trainings to diverse audiences.
  • Proficient in data entry, program evaluation, and outcome reporting; familiarity with WITNYS systems such as preferred.
  • Ability to work independently and collaboratively in dynamic school environments.
  • Additional Requirements
  • Must submit background checks by the Office of Mental Health, the NYS Justice Center, the NYS Department of Education, and educational verification.
  • Flexible schedule required, including some evening and weekend hours.
  • Ability to travel and work at different school sites and community settings.
