Job description

Administrative / General Clerk II
Part-Time | Onsite | Camp Spring, MD | SECRET Clearance
The Program Manager provides overall leadership, oversight, and operational management for administrative, clerical, mail, records, and program support services delivered to agency headquarters offices. This role serves as the primary on-site point of contact between the Government and the Contractor for performance, staffing, and operational matters.
The Program Manager ensures contract compliance, service quality, and continuity of operations while directly overseeing staff performing administrative support functions. The position requires a strong working knowledge of administrative, records, and mail operations and the ability to step in and perform or direct those functions as mission needs require.
KEY RESPONSIBILITIES:
Program & Contract Management
  • Provide overall management and direction of administrative and operational support services to ensure contract requirements, performance standards, and service-level expectations are met.
  • Actively manage staffing to prevent service disruptions and ensure adequate coverage across all functional areas.
  • Identify performance issues, operational risks, and resource gaps; implement timely corrective actions.
  • Assign tasks and prioritize work to ensure timely resolution of contractual and operational matters.
  • Oversee subcontractor performance (if applicable), ensuring compliance with contract terms and agency requirements.
  • Prepare, review, and submit required reports, deliverables, and performance updates to Government stakeholders.
  • Ensure compliance with agency policies, procedures, records management standards, and security requirements.
On-Site Lead & Government Liaison
  • Serve as the primary point of contact for face-to-face communication between the Contracting Officer's Representative (COR) and the Contractor regarding performance, staffing, and operational concerns.
  • Maintain regular communication with Government leadership to address issues, clarify requirements, and support mission objectives.
  • Perform On-Site Lead duties as a primary function of the role while maintaining oversight of day-to-day operational responsibilities.
  • Support multiple locations while being physically located at the primary duty site.
Oversight of Administrative, Clerical & Operational Functions
  • Provide leadership and oversight of daily administrative, clerical, and office support operations.
  • Oversee mailroom, file, and records management functions to ensure accuracy, timeliness, and compliance.
  • Ensure proper handling, safeguarding, tracking, and accountability of sensitive, PII, FOUO, and classified information.
  • Supervise workflows related to correspondence control, document preparation, records tracking, and information management.
  • Oversee executive and program support functions, including scheduling, calendar management, meeting coordination, and travel support.
  • Monitor administrative processes supporting time and attendance, property tracking, inventory management, and logistics.
  • Ensure staff use agency systems and databases accurately and in accordance with established procedures.
  • Provide hands-on support or direct task execution during surge periods, absences, or mission-critical events, as needed.
Personnel Management
  • Supervise and support administrative and clerical staff, ensuring performance expectations are clearly communicated and met.
  • Provide guidance, mentoring, and task direction to staff to support professional performance and contract success.
  • Ensure staff training requirements are met, including security, systems, and procedural training.
  • Maintain accountability for employee conduct, professionalism, and adherence to agency standards.
Compliance, Security & Risk Management
  • Ensure compliance with COOP, EOP, security plans, and incident reporting requirements.
  • Report suspected fraud, waste, abuse, security incidents, or data breaches in accordance with agency procedures.
  • Ensure all staff adhere to nondisclosure agreements and confidentiality requirements.
  • Monitor proper use and care of Government-furnished equipment and property.

EDUCATION AND EXPERIENCE:
Education: Bachelor's degree in related field (required).
Experience:
  • Minimum of four (4) years oof project or program management experience within the past five (5) years.
  • Experience supervising 25 or more employees supporting a high value project or contract.
  • Experience supporting a federal agency or government contractor is preferred.
  • Experience handling sensitive information and working in secure environments.
Security & Clearance Requirement:
  • Active Secret Clearance required (must be able to obtain and maintain)
  • Must sign and adhere to nondisclosure and confidentiality agreement.

SKILLS AND QUALIFICATIONS:
  • Strong leadership, organizational, and problem-solving skills.
  • Demonstrated ability to manage personnel, workflows, and competing priorities in a fast-paced environment.
  • Working knowledge of administrative, clerical, mail, and records management operations.
  • Ability to analyze performance issues and implement corrective actions.
  • Excellent written and verbal communication skills, including interaction with senior Government stakeholders.
  • Proficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint, Teams).
  • Ability to learn and oversee use of agency systems and databases.
  • High level of professionalism, discretion, and attention to detail.
