Job description

Job Title: Payroll & Benefits Administrator (Multi-State, Part-Time, Remote)
Job Description
This role oversees complex multi-state payroll operations and benefits administration while driving improvements in payroll processes and compliance practices. You will manage biweekly payroll for approximately 90 hourly and salaried employees across multiple states and jurisdictions, with a strong focus on certified payroll, prevailing wage regulations, and wage and hour compliance. Beyond day-to-day processing, you will identify inefficiencies, recommend enhancements, and help modernize historical payroll practices, playing a key role in upcoming payroll and timekeeping system transitions.
Responsibilities
  • Process biweekly payroll in ADP Workforce Now for approximately 90 employees across multiple states and jurisdictions.
  • Administer complex multi-state payroll, ensuring accuracy for both hourly and salaried staff.
  • Manage prevailing wage calculations and ensure compliance with applicable regulations.
  • Prepare, review, and submit certified payroll reports accurately and on time.
  • Administer employee benefit enrollments, changes, and deductions in coordination with payroll.
  • Support new hire onboarding by setting up payroll profiles, pay rates, and benefit deductions.
  • Maintain accurate payroll records and compliance documentation in accordance with federal and state requirements.
  • Generate payroll reports for Finance, Safety, and leadership teams to support decision-making and audits.
  • Assist with workers' compensation reporting and related payroll documentation.
  • Support future payroll and timekeeping system implementation and enhancement initiatives.
  • Identify payroll process inefficiencies and recommend improvements to increase accuracy, efficiency, and compliance.
  • Collaborate closely with HR, Finance, and Operations to ensure alignment on payroll, benefits, and compliance matters.
  • Participate in payroll system enhancements by providing input, testing changes, and helping with rollout and training as needed.
  • Independently manage day-to-day payroll processing, ensuring timely completion of biweekly payroll cycles.
  • Apply a strong compliance mindset to ensure adherence to federal, state, and prevailing wage requirements.
  • Provide guidance or training to others on certified payroll and prevailing wage requirements as needed.
Essential Skills
  • Several years of payroll administration experience, including ownership of end-to-end payroll processing.
  • Proven experience processing complex multi-state payroll across numerous states and jurisdictions.
  • Hands-on certified payroll experience, including preparation and submission of certified payroll reports.
  • Strong understanding of prevailing wage requirements and related compliance obligations.
  • Solid understanding of federal and state wage and hour laws and payroll compliance requirements.
  • Ability to process payroll independently without extensive training or oversight.
  • Experience using ADP Workforce Now or comparable payroll software.
  • Demonstrated ability to work in complex payroll environments with multiple pay rules and jurisdictions.
  • Advanced attention to detail, with a strong focus on payroll accuracy and error reduction.
  • Strong problem-solving skills and the ability to explain payroll problem-solving examples clearly.
  • Comfort working in a role that requires challenging outdated processes and recommending improvements.
  • Ability to meet strict deadlines for biweekly payroll processing and certified payroll submissions.
Additional Skills & Qualifications
  • Benefits administration experience, including handling enrollments, changes, and payroll deductions.
  • Experience supporting payroll or timekeeping system implementations or enhancements.
  • Background in construction or project-based payroll environments.
  • Knowledge of union payroll environments and related rules.
  • CPP (Certified Payroll Professional) certification is a plus.
  • Comfort guiding or training others on certified payroll and prevailing wage requirements.
  • Strong collaboration skills and experience working closely with HR, Finance, and Operations teams.
  • Mindset focused on continuous improvement, compliance, and modernization of payroll practices.
Work Environment
This is a fully remote, part-time position averaging approximately 30 hours per week, with potential for increased hours during onboarding and transition periods. The role offers flexibility while still providing benefits eligibility at 30 hours per week. You will work in a collaborative environment with close partnership between Payroll, HR, Finance, and Operations, and you will have meaningful input into payroll strategy, compliance, and process improvement. The organization is actively modernizing its payroll operations, giving you the autonomy to challenge outdated practices and recommend better solutions. You will use ADP Workforce Now or similar payroll technology and will have opportunities to participate in payroll system enhancements and implementation initiatives. Preference may be given to candidates located in states where the company currently operates, while still maintaining a fully remote work structure.

Pay and Benefits
The pay range for this position is $30.00 - $40.00/hr.
