**The Payroll Administrator is responsible for managing the organization's payroll processes using Paylocity,

ensuring accuracy, compliance, and timely payroll processing. This role involves handling sensitive employee

data, resolving payroll-related inquiries, and maintaining compliance with federal, state, and local

regulations and taxations. A strong understanding of accounting principles related to payroll is essential for

the payroll and benefit reconciliation work.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Payroll Processing
    • Execute payroll processing using Paylocity, ensuring accuracy and compliance with all applicable federal and state laws.
    • Process bi-weekly/monthly payroll for all employees, including salaried, hourly, and contract staff. Process off-cycle checks as requested by accounting and HR teams.
    • Verify timecards, earnings, and deductions to ensure accuracy.
  2. Data Management
    • Maintain and update employee records in Paylocity, including new hires, terminations, and changes in pay or benefits.
    • Ensure accurate data transfer from time-tracking to payroll systems.
  3. Compliance and Reporting
    • Ensure payroll practices comply with federal, state, and local laws, including tax and labor regulations.
    • Generate and review payroll reports for internal and external audits.
    • Prepare and file quarterly and annual payroll tax returns.
  4. Employee and Former Employee Support
    • Address and resolve payroll-related inquiries from employees.
    • Provide training to employees on accessing and using Paylocity self-service features.
    • Train managers and employees on proper timecard submission processes.
    • Be the first point of contact for VOA Colorado employee verifications for current and former employees.
  5. HRIS
  • Update workflows including supervisor changes.
  • Keep agency apprised of Paylocity process improvements and work collaboratively with accounting and HR teams to determine next steps.
  1. Benefits and Deductions
    • Process deductions such as benefits, garnishments, and retirement contributions accurately.
    • Strong understanding of FAMLI leave benefits in Colorado.
    • Collaborate with HR to reconcile benefits enrollment with payroll deductions.
    • Communicate with employees and HR team regarding payroll deduction changes, timelines and relevant information.
    • Process 403(b) contribution payments to the third-party administrator (TPA).
  2. Accounting for Payroll
    • Understand and apply basic accounting principles to payroll processes, including journal entries for payroll-related expenses.
    • Assist in reconciling payroll accounts, including wages, benefits, taxes, and deductions.
    • Perform payroll data entry into the accounting system (Sage Intacct) including accrual and benefits.
    • Ensure payroll transactions are accurately reflected in the general ledger.
  3. Continuous Improvement
    • Identify opportunities for streamlining payroll processes and enhancing system utilization.
    • Conduct payroll audits regularly on time off accruals, benefit reconciliations and wage and hour.
    • Stay updated on Paylocity software features and updates to optimize payroll functions.

While performing the duties of this position, the employee is regularly required to speak and hear. The employee is occasionally required to stand; walk; sit; and reach with hands and arms. The noise level in the work environment is usually low to moderate.

Minimum Qualifications of Position

Associate degree in business administration, accounting, or human resources or equivalent

Proficient in Microsoft Office Word and Excel with HRIS experience.

Preferred Qualifications

Experience with multi-state payroll processing.

Knowledge of employee benefits administration and payroll integration.

Certification in payroll (e.g., Certified Payroll Professional - CPP) is a plus.

Experience in Paylocity HRIS strongly preferred.

Experience in a non-profit environment including grants and government contracts.
