Job description

Bering-Alaka`ina Holdings, LLC is looking for a Database Manager to provide support for our government customer in Silver Spring, Maryland.

DESCRIPTION OF RESPONSIBILITIES:

  • Support the creation, management, and maintenance of a Microsoft Access database (or equivalent) for the HSPB. This shall include data entry, reporting, queries, and management of database archives and back-up which may require programming, testing, implementation, customization, coordination, and maintenance of databases in a research management setting. The contractor shall provide updates to the database within three (3) business days. The contractor shall complete tasks by the deadline 95% of the time. Additional time may be granted on a case- by-case basis in coordination with the COR.
  • Create and manage HSPB websites. Updates to websites shall be made within three (3) business days of the request. No more than two deviations per year are acceptable.
  • Manage the enterprise-wide system for electronic records sharing and coordination for the IRB and with other IRBs (eIRB or equivalent).
  • Prepare protocol metrics reports for HSPB and WRAIR leadership. The contractor shall complete tasks within three (3) business days of request and by the deadline 95% of the time. Additional time may be granted on a case-by-case basis in coordination with the COR.
  • Update the HSPB protocol database/electronic records management system in a timely manner and maintain electronic and paper regulatory files within three (3) business days of receipt of the lifecycle action. The contractor shall complete entries/updates by the due date 95% of the time.
  • Assist with setting up and sending databases to Divisions and Detachments. The contractor shall complete tasks within three (3) business days of request and by the deadline 95% of the time. Additional time may be granted on a case-by-case basis in coordination with the COR.
  • Review, triage, and log emails from the main office email inbox to include sending acknowledgement of receipt emails for submissions to the HSPB inbox. The contractor shall perform these tasks within one business day. Up to three deviations per year are acceptable.
  • Save and back-up research emails and databases every business day. Up to three (3) deviations per year are acceptable.
  • Conduct training with other staff members on HSPB database utilization, as needed. Create Work Instructions (WIs) for database utilization at the request of the COR.
  • Complete real-time database fixes in coordination with the COR.
  • Complete protocol metrics reports and other ad hoc reports at the request of the COR, WRAIR IMD, WRAIR CIO, HSPB Director, or other staff member.
  • Other duties as assigned by Supervisor.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Bachelor of Science plus five (+5 yrs) experience OR
  • Master's of Science plus two (+2 yrs) experience

REQUIRED SKILLS AND EXPERIENCE:

  • Shall have the desired experience directly related to work experience and be a recognized expert in the required area of expertise (Microsoft Access, Oracle, Filemaker).
  • Serve as the subject matter expert in required areas of expertise and provide industry best practice solutions to extremely complex problems being addressed.
  • Ability to analyze these extremely complex problems and recommend, monitor and execute best practice solutions to executive level management.

DESIRED SKILLS AND EXPERIENCE:

  • eIRB working knowledge (i.e.- prior experience with iMedRis, IRBNet, Click Commerce)
  • Previous Human Subjects experience
  • Previous experience in a research environment
  • Experience with MS Power Automate / Power BI
  • Experience with SQL
