StraCon Services Group, LLC is seeking a Full-Time Proposal Manager to support our business development and proposal department in Lexington Park, MD. The Proposal Manager will be responsible for leading overall, end-to-end proposal development and providing organizational support to the business development and proposal departments. The Proposal Manager will be responsible but not limited to the following requirements:
Duties Include:
  • Leads overall proposal development end-to-end, supporting multiple concurrent DoD proposals.
  • Reads and analyzes solicitation and amendment documents to understand statement of work requirements and sections L & M instructions.
  • Develops and maintains proposal schedules.
  • Creates proposal kick off presentations based on solicitation requirements.
  • Drafts and distributes proposal volume templates based on solicitation requirements.
  • Monitors amendments to solicitations and updates templates and compliance matrices as appropriate.
  • Coordinates writing assignments with technical team and assists in writing when required.
  • Coordinates and facilitates color reviews and proposal related milestone meetings.
  • Reviews technical writing for compliance in accordance with solicitation requirements and instructions.
  • Formats and edits proposal files.
  • Drafts non-technical proposal response documents (offer letters, resumes, past performance, etc.).
  • Provides organizational support to the business development and proposal departments.
  • Maintains business developments systems and documentation to include the business development pipeline/CRM system, marketing material, and capability briefings.
  • Maintains SharePoint repository of proposal documentation.
  • Other duties as assigned or required.

Experience Requirements:
  • Proven organizational and time management skills with the ability to multitask, work independently and proactively.
  • Minimum 5 years of experience in coordinating/managing DoD/Government proposal development in accordance with Shipley process
  • Expert in Microsoft Word; proficient with all MS Suite
  • Excellent communication skills - both written and verbal

Desired Experience:
  • Familiarity with Large Language Models (LLMs) and Generative AI tools to optimize proposal workflows, automate content drafting, and enhance technical narrative development.

Educational Requirements:
  • Bachelor's degree from an accredited institution.
    • Additional years of relevant experience may be substituted in lieu of degree.

Security Requirements:
  • U.S. Citizenship required.
  • Ability to obtain a Secret or Top-Secret clearance, if required.
