Position Description
Precision Collective is seeking a Senior Proposal & Business Ops Manager to join our leadership team and play a critical role in the continued growth of the company. This is not a traditional proposal-management position. We are looking for a mid-career DoW, CBRN, CWMD, or national security professional federal procurements, can write and manage winning proposals, and is equally comfortable solving operational and organizational challenges.
The successful candidate will become a trusted partner to the Executive Director of Ops with meaningful ownership across three critical areas of the business: Proposal Leadership & Business Development, Corporate Operations, and Personnel & Workforce Management. This role is ideal for someone who has spent several years in the defense contracting or military environment and is ready for a position where writing ability, judgment, initiative, mission knowledge, and leadership directly influence company growth and success.
A qualified candidate will perform the following duties and responsibilities, but are not limited to:

  • Lead federal proposals from solicitation release through final submission, including analysis of RFPs, RFQs, RFIs, PWSs, SOWs, and evaluation criteria.
  • Write, edit, and refine high-quality proposal content, including technical, management, staffing, past performance, and corporate experience sections.
  • Develop proposal strategies, compliance matrices, outlines, schedules, storyboards, and production plans.
  • Collaborate across Finance, HR, Business Development, Contracts, and Operations to resolve issues and improve organizational effectiveness.
  • All other duties as assigned.
Required Qualifications
  • Bachelor’s degree and relevant professional experience; equivalent military or professional experience may be considered.
  • Demonstrated experience developing, writing, and/or managing federal government proposals.
  • Experience supporting executive-level operations or corporate functions in a government contracting environment.
  • Advanced proficiency with Microsoft Office 365 (Word, PowerPoint, Excel, Outlook, and SharePoint).
  • U.S. citizenship and the ability to obtain and maintain a U.S. Government security.

Ability to obtain and maintain a U.S. Government security clearance. U.S. Citizenship required.
Location & Travel
This is a full-time position based in Falls Church, VA, with minimal travel expected.
Preferred Qualifications
  • Shipley Proposal Process certification or equivalent formal proposal training.

Compensation at Precision Collective is determined based on a variety of job-related factors, including education, relevant experience, certifications, knowledge, skills, competencies, internal equity, external market conditions, geographic location, security clearance level, contract labor category and funding requirements, organizational needs, and applicable federal, state, and local laws. The projected salary range for this position reflects full-time employment. Actual starting compensation will be based on the selected candidate’s qualifications and the factors identified above. Compensation for part-time positions will be adjusted proportionately based on scheduled hours worked.
Posted Salary Range USD $115,500 - $150,000 / Yr.
