Job Summary & General Information Under the general direction of a Police Sergeant, patrols the city to identify vehicles that violate City and State parking ordinances and laws and take appropriate enforcement actions. Performs a variety of clerical duties required to document and process enforcement actions. Assists motorists and visitors as needed.
Essential Job Functions and Responsibilities Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of a function does not preclude management from assigning essential duties not listed herein if such duties relate to the position.
In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and may not necessarily convey the qualifications of incumbents within the position. Determines and creates enforcement routes, ensuring the entire assigned area is patrolled; patrols city areas by vehicle or on foot; responds to calls for service; issues parking and administrative citations for observed equipment, registration, vehicle, municipal, and zoning violations. Maintains assigned equipment and supplies such as handheld citation computers, citation books, rain gear, tire-marking chalk, and street cones.
Prepares and maintains required records, including logs of parking enforcement activities and forms of contested citations; enters parking citations information into the City's automated system. Routinely interacts with the public; receives, listens to, and skillfully handles parking enforcement issues and complaints; educates the public regarding parking regulations and citations; answers citizens' questions regarding City geography and other general matters; as necessary, research and respond to customer complaints, questions, and concerns or refers complaints and requests to a supervisor or other departments as warranted. Identifies vehicles in violation of parking codes, checking with dispatchers when necessary to confirm identities or to determine whether vehicles need to be towed.
Marks pavement near parked vehicles with chalk and records time of marking and returns at regular intervals to ensure that parking time limits are not exceeded. Builds and maintains positive working relationships with co-workers, other City employees, and the public, reflecting the City's values and strategic plan. Represents the City Values and Department core values in a way that presents a professional demeanor to the public in all interactions.
Observes and report hazardous conditions such as missing traffic signals/signs and dilapidated street markings. Utilizes handheld ticket writers to take photos as part of the process. The task includes photos of the vehicle's plates, the entire windshield, the ticket placed on the vehicle, and any signage needed to support your ticket issuance action.
Assists motorists needing help with problems, such as flat tires, keys locked in cars, or dead batteries. Prepares for, appears, and testifies in court and depositions regarding parking violation cases as needed. Performs related duties as required or assigned.
KNOWLEDGE, SKILLS, & ABILITIES REQUIRED Knowledge of: City and state parking ordinances, laws, and regulations regarding the city limits. Department rules and regulations. Safe work methods and safety regulations about work, including driving habits.
Process of serving parking citations. The layout and geography of the city. English usage, spelling, grammar, and punctuation.
Office procedures, methods, and equipment, including computers and applicable software applications such as word processing, spreadsheets, and databases. Public safety radio broadcast and monitoring equipment. Ability to: Learn, interpret, apply, explain, and enforce laws, codes, and ordinances related to parking enforcement.
Learn police procedures, radio use and codes, and law enforcement telecommunication databases and applications. Maintain records and prepare written reports; establish and maintain record systems; gather and analyze data. Use a boot-wheel locking device.
Learn the geography and streets of the City of Alpharetta. Exercise initiative, sound judgment, and react with discretion under varying conditions. Work independently and effectively in the enforcement of vehicle laws.
Act effectively in emergencies; maintain composure during stressful situations; observe and report hazardous conditions. Walk for long periods in all weather conditions. Withstand verbal abuse from the public and courteously and tactfully to violators.
Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted during work. Minimum Qualifications Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.
Required: High school diploma or GED equivalency. One year of experience in a position with significant public contact. Must complete a Parking Enforcement training program conducted by the department.
Possession (or be able to obtain within 30 days of hire) and ability to maintain, a valid driver's license. PHYSICAL DEMANDS & WORK ENVIRONMENT Physical: While performing the duties of this job, the employee is frequently required to sit, stand, and walk moderate distances with exposure to significant levels of heat, cold, moisture, and air pollution such as those encountered in general outdoor conditions; talk and hear, both in person and by radio; use hands to handle, feel or operate equipment; engage in repetitive movements of hands and wrists; reach with hands and arms; stoop, bend, kneel/crouch and occasionally lift or move up to forty pounds. Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate the equipment.
Hearing: Hear in the normal audio range with or without correction. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
