Position Summary

NucoreVision, Inc. (NVI) is seeking an experienced Project Manager to lead application development efforts in support of a U.S. Navy program. This role is responsible for the end-to-end delivery of custom software applications hosted in AWS (including AWS GovCloud), managing a cross-functional development team, coordinating with Navy stakeholders, and ensuring delivery aligns with cost, schedule, and performance objectives. The ideal candidate combines strong technical fluency in cloud-based application development with proven federal program management discipline.

Key Responsibilities
  • Lead planning, execution, and delivery of application development projects supporting Navy mission systems, ensuring adherence to scope, schedule, budget, and quality standards.
  • Manage full software development lifecycle (SDLC) activities across Agile/Scrum teams, including sprint planning, backlog grooming, release management, and retrospectives.
  • Serve as primary point of contact with Navy government stakeholders (COR, PM, technical leads), providing status reporting, risk assessments, and program briefings.
  • Oversee application architecture and deployment on AWS, coordinating with cloud engineers and DevSecOps teams on infrastructure-as-code, CI/CD pipelines, and environment management (dev/test/staging/production).
  • Ensure compliance with DoD cybersecurity and Risk Management Framework (RMF) requirements, including ATO documentation, NIST 800-53 controls, and continuous monitoring (ConMon) support.
  • Manage integrated master schedule (IMS), resource allocation, and Earned Value Management (EVM) reporting where applicable.
  • Identify, track, and mitigate program risks and issues; escalate appropriately to government and NVI leadership.
  • Coordinate with QA, security, and systems engineering teams to ensure application releases meet Navy accreditation and interoperability requirements.
  • Support proposal development, staffing plans, and contract deliverables (CDRLs) as needed.
  • Mentor and manage development staff (engineers, business analysts, QA testers) assigned to the program.
Required Qualifications
  • Active TS/SCI clearance (U.S. citizenship required; must be able to pass polygraph if required by the program).
  • Bachelor\'s degree in Computer Science, Information Systems, Engineering, or related field (equivalent experience considered).
  • Minimum 7–10 years of project/program management experience, with at least 3 years supporting DoD or Navy application development programs.
  • Demonstrated experience managing software application development projects deployed on AWS (EC2, S3, Lambda, RDS, AWS GovCloud, or similar services).
  • Strong understanding of Agile/Scrum and hybrid Agile-Waterfall delivery methodologies in a federal contracting environment.
  • Working knowledge of DoD RMF/ATO processes, NIST 800-53, FISMA, and cybersecurity compliance requirements.
  • Experience managing technical teams including developers, cloud engineers, and QA/testing staff.
  • Strong verbal and written communication skills, with experience briefing senior government stakeholders.
  • PMP certification (Project Management Professional) required or must be obtained within 6 months of hire.
Preferred Qualifications
  • Navy or DoD program experience specifically (e.g., NAVWAR, NIWC, PEO EIS, SPAWAR legacy programs).
  • AWS certification (AWS Certified Cloud Practitioner, Solutions Architect, or DevOps Engineer).
  • Certified ScrumMaster (CSM) or SAFe Agilist certification.
  • Experience with DevSecOps toolchains (Jenkins, GitLab CI/CD, Terraform, Docker/Kubernetes) in a classified or controlled environment.
  • Familiarity with Navy-specific systems, networks, or mission applications.
  • Experience with earned value management (EVM) and CDRL/DID deliverable management on federal contracts.
Work Environment

This position requires work at a government facility supporting classified Navy systems. Candidate must be able to work onsite full-time and maintain continuous eligibility for TS/SCI access throughout employment.
