If this sounds like the kind of environment where you can thrive, then keep reading because Leidos is seeking a qualified Project Manager to support the National Institutes of Health (NIH), Center for Information Technology (CIT), Business Applications Services (BAS) Program under the Enterprise Application Modernization and Support Services (EAMSS) contract. The successful candidate will serve as the Government's single point of contact for an assigned BAS enterprise application program (e.g., NED, NEES, ITAS, SAAVI, FOIA, NIH Web Services, FMG Apps, or Web Apps), owning the planning, execution, control, and direction of prime and subcontractor personnel performing programmatic and technical work under the assigned Task Area(s), and ensuring delivery is consistent with technical, cost, and schedule requirements.

*This position is onsite/hybrid remote. Candidates must be located within commuting distance of Bethesda, MD, and be available to work on-site at NIH federally controlled facilities as directed by the Government Program Manager.

Key Responsibilities:

  • Serve as the Government's single focal point for the assigned BAS program, with responsibility for the planning, execution, control, and direction of prime and subcontractor employees' programmatic and technical work performed under work assignments issued for that program.
  • Work closely with the NIH Contracting Officer's Representative (COR) to provide project management and administrative support; oversee all aspects of project work based on inputs and priorities from the COR and other stakeholders, and regularly report progress.
  • Lead technical and functional teams - including business analysts, software engineers, database developers, and test engineers - to document, design, develop, test, and validate systems through successful implementation across the full Enterprise Performance Life Cycle (EPLC) / Systems Development Life Cycle (SDLC).
  • Coordinate and lead meetings with business and system owners and other stakeholders to understand and document desired system requirements, while maintaining consistent, effective communication regarding status, risk, and mitigation activities.
  • Ensure quality in analysis, documentation, design, development, testing, and deployment, as well as continuity of operations and maintenance (O&M) activities for the assigned system(s).
  • Provide effective financial management and timekeeping oversight, and prepare/support submission of required program deliverables, including the Weekly Status Presentation, Monthly Status Report, Monthly Financial Report, and Monthly Time Tracking Report, in accordance with the PWS delivery schedule.
  • Lead and coordinate project schedule and task management activities, ensuring proper estimation, planning, execution, and tracking of iterative/agile releases, and support the operational readiness review stage-gate process for planned system releases.
  • Manage resources for the assigned program - appropriate staffing levels, expertise, and skill sets, and proper training and mentoring for the contract team - and continually assess team, schedule, and cost alignment with the COR and other stakeholders.
  • Perform effective risk management through proactive identification, evaluation, mitigation, and monitoring of programmatic and technical risks.
  • Support the Contractor's Program Manager and the Government in adopting AI-assisted delivery, DevSecOps, and cloud-native practices as operational standards for the assigned program, and ensure any use of AI tools is disclosed and compliant with Government AI usage and governance requirements.
  • Engage the CIT Architecture Review Board (ARB) process for applicable modernization, enhancement, and development efforts affecting the assigned system(s), and document ARB approval status in monthly status reporting.
  • Support Systems Assurance and Authority to Operate (ATO) documentation activities, and represent the assigned program in the CIT change management process, including Change Request (CR) submission and Technical Review Board (TRB) / Change Advisory Board (CAB) participation.
  • Record and maintain hours expended by assigned personnel in the Government's designated time tracking system, ensuring accurate identification of system, task area, labor category, and work assignment for each entry.

Basic Qualifications:

  • Bachelor's degree and 10+ years of experience as an IT Project Manager, or equivalent combination of education and experience. Additional years of relevant experience may be considered in lieu of degree.
  • Minimum 3 years of experience managing IT projects of similar size and complexity with the same or similar technology.
  • Minimum 2 years of experience leading projects in agile or iterative EPLC/SDLC methodologies.
  • Minimum 2 years of experience leading IT projects for the federal government.
  • Solid understanding of all phases of software engineering (requirements, design, implementation, testing) and the Enterprise Performance Life Cycle (EPLC).
  • Demonstrated ability to work with system owners, business owners, and other stakeholders to ensure effective delivery for all operations and maintenance (O&M) activities.
  • Ability to lead a team in analyzing and adopting new technologies quickly, including AI-assisted and cloud-native delivery practices.
  • Excellent written and verbal communication and stakeholder-management skills.
  • Must be able to obtain and maintain a Public Trust Moderate (Tier 2) background investigation, as required by NIH and HHS policy.
  • Ability to work on-site at NIH facilities in the Bethesda, Maryland area with the frequency directed by the Government Program Manager.

Preferred Qualifications:

  • Project Management Professional (PMP) certification.
  • Prior experience directly supporting NIH, another HHS operating division, or a comparable federal health/regulatory science agency.
  • Familiarity with ServiceNow or a comparable enterprise IT service/project portfolio management (ITSM/PPM) platform for change request, incident, and work-assignment tracking.
  • Experience navigating formal federal governance and change-management processes, such as an Architecture Review Board (ARB), Technical Review Board (TRB) / Change Advisory Board (CAB), or ATO / NIST Risk Management Framework (RMF) processes.
  • Experience with AI-assisted software delivery, DevSecOps, intelligent automation, or cloud-native development practices.
  • Master's degree in a related field.
