Status: Position Filled โ€” Accepting Applications for Ready Replacement Pool (RRP) consideration.


Prevailance is seeking an experienced and mission-focused professional to provide Navy Warfare Training Plan (NWTP) & Navy Performance Improvement Educational Resource (NPIER) Analysis Support to Naval Information Forces (NAVIFOR) Information Warfare (IW) Type Commander (TYCOM) as a Business System Analyst. This is a part-time role.


NAVIFOR exercises responsibility as the Navyโ€™s IW TYCOM to organize, man, train, equip, and maintain Navy IW Forces, and related activities to the required levels of current readiness afloat and ashore. The Business System Analyst shall provide analytical services associated with the assessment phase of the Navy Warfare Training System (NWTS). This primarily requires generally recognized process analysis and process improvement methodologies in the context the of the NWTS.



Key Responsibilities:

  • Apply best practices from the CNOโ€™s Get Real Get Better (GRGB) problem-solving framework, Performance to Plan (P2P) outcome-based performance management, and NPIER using the Define-Measure-Analyze-Improve-Control (DMAIC) methodology
  • Implement continuous process improvement frameworks that align directly with the Navy Warfare Training System (NWTS) to optimize training effectiveness and readiness assessments
  • Track lessons learned from Unit-Level Training and Readiness Assessments (ULTRA) events and apply root-cause analysis to recommend improvements to unit Mission Essential Task Lists (METL), NWTP, and training support activities
  • Provide actionable insights based on root-cause analysis to improve unit-level readiness and resolve any identified performance gaps or barriers
  • Develop and implement strategies to remove readiness barriers, prioritizing solutions to close gaps and enhance overall mission readiness
Requirements:

Qualifications:

  • Minimum of five (5) years of experience applying assessment-phase methodologies within the Joint Training System, including process mapping (e.g., workflow diagrams, value stream mapping) and process analysis using recognized process improvement tools and techniques
  • Experience supporting systematic, organization-wide performance improvement efforts, including identifying process gaps and barriers and applying structured root-cause analysis methodologies to resolve organizational performance issues
  • Demonstrated experience tracking and analyzing lessons learned from unit assessment-phase activities, applying root-cause analysis and solution development methodologies to recommend improvements to unit METL, NWTPs, training and training support activities, and unit-level readiness assessments
  • Proven experience developing DoDAF 2.0 architecture products, including multiple views and viewpoints to support analysis and identification of readiness production barriers
  • Understanding of Plan-to-Perform (P2P) outcome-based performance management approaches based on commercial leading practices
  • Working knowledge of the Defineโ€“Measureโ€“Analyzeโ€“Improveโ€“Control (DMAIC) methodology to support continuous process improvement frameworks, including NPIER
  • Practical experience applying the NPIER methodology to conduct root-cause analysis, develop strategies to remove readiness barriers, and prioritize solutions to address readiness gaps
  • Strong analytical and problem-solving skills, with the ability to translate analysis into clear, actionable recommendations that improve processes and organizational performance

  • Familiarity with the organization and hierarchy of the Navy rank and grade structure
  • Knowledge of Navy terminology and Information Warfare operational concepts

Education:

  • Bachelorโ€™s Degree in a relevant field (e.g., Operations Research, Operations Management, Information Technology, Computer Science, or a related discipline)
